    Total PPT Fee

What is the PPT fee really running? A gun shop in San Luis Obispo charges $38 whereas in the Bay Area they charge $35.

I was looking at a DROS for a rifle and it is $28.

Are any of the fees I have listed correct?

It is limited by CA State law to a maximum of $35, $25 for the DROS ($19 + $5 + $1) and up to $10 for the FFL (options, but most FFLs will not do it for free). If the firearm is sales tax exempted, then there is no sales tax collected on the FFL fee, but otherwise tax is supposed to be collected on both. If the FFL finds the buyer or negotiates the price, then the firearm is not sales tax exempt, even for a PPT (such as a consignment).

      14. I want to sell a gun to another person, i.e., a private party transfer. Am I required to conduct the transaction through a licensed California firearms dealer?

Yes. Firearm sales must be conducted through a fully licensed California firearms dealer. Failure to do so is a violation of California law. The buyer (and seller, in the event that the; buyer is denied), must meet the normal firearm purchase and delivery requirements. "Antique firearms," as defined in Section 921(a)(16) of Title 18 of the United States Code, and curio or relic rifles/shotguns, defined in Section 178.11 of Title 27 of the Code of Federal Regulations that are over 50 years old, are exempt from this requirement.

Firearms dealers are required to process private party transfers upon request. Firearms dealers may charge a fee not to exceed $10 per firearm for conducting a private party transfer. Example:

      1. For a private party transfer involving one or more handguns, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00 for the first handgun and $31.00 for each additional handgun involved in the same transaction.
      2. For private party transfers involving one or more long guns, or a private party transfer involving one handgun, the total allowable fees, including the DROS, safety, and dealer transfer fees, are not to exceed $35.00. The dealer may charge an additional dealer-service fee of$10.00 per each additional firearm transferred.

      (PC section 12072(d))

Four Seasons Outfitters. They seem to justify the increase in PPT as "paperwork."

I bought a gun there and they only charged me $28.00 total DROS and FFL fee.

But they made money on the gun.

They don't have the best prices on guns, but they had a CZ P01 that I had to have.

Range Master has the best prices, and selection on pistols.

When I bought an EMP from them, the DROS and FFL was $35.00.

Bottom line for me is I really don't mind giving the local gun shops my business, and a few bucks either way doesn't bother me.

I've done business with Uncle Ed's in Atascadero, and Bridges in Paso.

There's a new shop next to Farm Supply in Paso.

For a PPT, it is limited by law to a max of $35. They can try to justify it all they want, but it is simply not legal to charge more and they could be reported to the CA DOJ and perhaps lose their ability to sell firearms.

The $35 does not include the HSC or a required gun lock.

Don't use Four Seasons, they are expensive because they are the only game in town. ChecK GunBroker.com for a transfer FFL. There are cheaper ways to go in SLO/SB county.

I only have used Four Seasons to buy used guns. Best place for an constant stock of used rifles. Range Master is great for handguns, both used and new. Both Range Master and Four Seasons know me on a first name basis.

Dicks Shooting Irons in Atascadero can't be beat with a total transfer fee with everything included for $65.
