Hard to tell from the pic but it looks like your saddlebags have latches. Are those keyed locks? If yes you should be ok. If no they wouldn't meet the 'locked container' requirement on their own and you'd need a lock on your gun case. You'll still need to sort out the requirements for UT & NV.

I don't really see the point of carrying an unloaded gun in a locked container while on a bike. If the need to ever use it in a life or death scenario happens, you're screwed.

Mine is on my hip when I ride. Oh and I have a ccw

A soft case with a lock on the zipper should suffice?

This is how I transport on my motorcycle. I carry in a soft locking Allen case in my backpack. I usually keep a loaded magazine or speed loader in the locked case too.

Where you place your locked container is not the issue.
And from the same page that "Librarian" pointed out:

"Vehicles without trunks" - Since the trunk is not required, transport of a handgun, unloaded in a secure locked container, is allowed on bicycles and motorcycles, and in pickup trucks, vans and station wagons

I ride all the time with handguns in locked cases, inside a duffel bag, on the back of my bike upon completion of my 10-day at pick-up. Some 20 years of living in CA now, 4 different bikes, 2 Harleys, 2 Yamahas, in that I mostly ride to and from purchases and pick-ups on the bike. None of my bikes have ever had saddlebags.

I hate fighting traffic, and the longer-haul jaunts sometimes required for something special make the bike a breeze on both the wallet concerning gas, and less time in traffic, so much so that often do rifle pick-ups on the bike as well, clung over my shoulder, locked in a soft case. I've had CHP, sheriff's and local LEO squad cars pull up along side me while having the rifle case slung over my back, look... and do absolutely nothing.

If some level of government had that information, what would they do with it? How would having that info benefit public safety? How would it benefit law enforcement?

Just a suggestion, get yourself a bungee net and strap your backpack to your bike instead of your back. You'll thank me for reasons having nothing to do with the laws.
