I'm aware of the general tenets of the "safe handguns list" but I'm curious as to how it came into being. As a gun accumulator, I'm prohibited from "importing" lots of classic firearms into California, and continually notice the "no sales to California" rescriction on internet gun sites.
Who proposed this law? Was there some " event" that caused it to be proposed? What is its effect - have gun-related accidents declined and is the law necessary and effective? How might one mount a challenge to its usefulness? Isn't in "restraint of trade" in terms of interstate commerce?
Any thoughts would be appreciated.
