Counting Coup was a psychological tactic effectively employed by Native Americans throughout their history.
One would surprise his enemy by stealth or deception in order to put ones self within striking distance. The opponent, having realized he could have easily been physically struck, was instead mentally struck. This would have the effect of shaking the confidence of the opponent, while also having the potential of giving the opponent a chance to change their behavior.
When you think about it, this tactic can serve as a form of diplomacy between parties rather than risk the loss of health, or freedom of either side after an encounter.
This modern age offers the agent counting coup the ability to record (body cam?) the reaction of the opponent and disseminating it widely or to a very targeted audience to further enhance it's effectiveness.
As a group who finds their rights and liberties under attack, perhaps it is time to resurrect this proven tactic.
