I have left Lowest Ammo off the list for now since there seems to be some conflicting reports.

Let me know if I have missed anyone.

Also - I think I will be reworking the OP to list the names only with links to two or more separate posts that give the links and confirmations. I have hit the character limit and I think that may be the best solution.

Just placed an order for Norma 9mm on normashooting.com using my 03 FFL + CA COE. Emailed them first to confirm they'd accept these docs, and they said yes.

Can confirm, you will need to provide both in one picture to add it during checkout.

I just spoke to a guy @ Able Ammo. He said they only ship it to FFL. He didn't even know what FFL 03 was.

Anyone know whether they changed the policy or is there a way to bypass on the web?

Did you call them or email them? It looks like Calgun user "Bettle" who originally contacted Able Ammo did get a positive answer after emailing them.
I got mixed answers when I used to call ammo vendors, depending on who you talk to (switchboard operator, rep who started last Monday, etc..). Anyway, I think that if a rep working full time at an ammo vendor store does not even know what a FFL03 is .. it is time to talk to a manager or switch to emails, which seem to be routed more efficiently (my 2 cents).

Play dumb and send him an 03FFL.
It looks just like an 01FFL until you actually read the number.
If they don't know the difference, they will probably ship.

Don't talk them out of selling to you by confusing them.
Just say no problem, I have an FFL...

I have ordered and received ammo from Able multiple times in the last year. Just send them your FFL03/COE and it will get shipped.

The exact wording on the Midway site is:

Ammunition Vendor License, Firearms Dealer License, or Federal Firearms License

..which make me think that:
"Firearms Dealer License" --> FFL dealer 01
"Federal Firearms License" --> FFL 03

maybe ?
Anyway, I'll try to upload my FFL03 and try to order ammo on Midway the next time I need some.
