    For those interested in FFL03/COE application

    Just a quick timeline of my process:

    10/17/23 Livescan and apply for COE
    10/17/23 mail check and app for FFL 03
    10/24/23 check cashed by ATF
    10/26/23 email from CA DOJ requesting FFL03 #
    10/26/23 I respond it is in process and there is no legal requirement to have an FFL03 to apply for a COE
    10/27/23 COE approved

    12/14/23 FFL came in mail

    I was amazed at the swiftness of the COE, 10 days from livescan to approval

    As a side note it took less than 30 days to register an intra family transfer as well.

    Thanks for the post. I gotta let my FFL03 expire and reapply for a new one and was curious to how long its gonna take.

      Just to let you know if the time between the expiration of your license and your reapplication is short. The BATFE will treat your new application as a renewal... By short time that means like less than a year.

        Mailing out FFL03 tomorrow. Livescan and COE application done Friday the 27th. Just a waiting game for me now.

              I had similar experience with my COE application:

              10/19/23: Had livescan done and appled for COE;
              10/19/23: Mailed application for FFL 03;
              10/24/23: Credit card charged by ATF;
              10/27/23: Recevied email from CA DOJ requesting FFL03 #;
              10/28/23: I responded it is in process;
              10/30/23: COE approved.

              Very impressive (I was expecting 2 months for my COE application).

              My FFL03 is still pending.

                Very similar to mine as well;

                10/16 - LiveScan done for COE
                10/17 - Applied for COE
                10/26 - ?Incomplete? email from DOJ: requesting FFL03 #
                10/27 - Replied to email and in CFARS
                10/28 - COE approved

                FFL03 app:
                10/11 - Mailed in application
                10/18 - ATF cashed my check

                    Is there a different renewal application, or do you just submit the same form? Can you submit it before expiration of he old one to minimize the time when you might not have an active FFL?

                      PLEASE NOTE: A renewal application (ATF Form 8 Part II) will automatically be mailed by ATF to the "mailing address" on the license approximately 90 days prior to the expiration of the license. If the application is not received 30 days prior to the expiration date, the licensee should contact the Federal Firearms Licensing Center (FFLC).

                        What are the costs of these 2 items? The FFL03 sounds like a longer process? Kicking around doing it, have hesitated long enough!

                          FFL03 is still $30 for 3 years. COE is $22 per year, but the initial LiveScan and some other fees (maybe....I forgot) is $70 (one time fee).

                              This may start a flurry of arguments from other posters?

                              A personal collector who holds a FFL03 and surrenders his/her license has no obligation to keep his/her bound book for the 20 years that a business must.

                              You can start a new bound book with a new FFL03 issuance.
