Yes.... citizens can make arrests.... just be careful if you decide to arrest someone... it better be legal or you go to jail.

Legal, yes. But if you clip them to your belt on your way to the range, people will consider you a mall ninja.

Probably not a good idea to posess with your OLL build in public.

Eh, folks need to stop treating OLL's like they're something other than a normal semi-auto CA-legal rifle. I'd be as comfy (read as: uncomfy simply due to looking like an idiot) with the handcuffs with an SKS, as I would with my AR's.

A bicycle lock that anyone can get a key to for $2 or can pick if they have any degree of competence with a paperclip? Really? Where do you park your bike?

I know... (not the best way).... but i only do that when my bike is on my hitch car rack.... and I'm in a restaurant eating my lunch..... I can generally SEE my bike.... I just don't want someone to be able to take the bike off too quickly.... even if they have a key, it will take them quite a bit of time to get my bike off the way i lock it... (this is just a tad better than NO lock at all)

Use leather straps instead of steel cuffs...

Her coworkers won't ask so many questions tomorrow morning.

No, but it's significantly worse if they're perpetually attached to her.

Handcuffs are lawful to own and carry in California. Under certain circumstances it is even lawful to make a citizen arrest and use them to detain offenders. However, the laws in this state pertaining to the use of handcuffs are a legal minefield (big surprise eh?) and I wouldn't use them for anything other than a novelty due to liability issues.

Carry?
Yes they are legal to possess and carry, but they do represent a liability if used, since at the point that you make a citizen's arrest you are then responsible for the person you just arrested. I used to carry a pair of cuffs as a bouncer, and even made a citizen's arrest once. I stopped carrying them after a while due to the liability they presented and the sheer pain it was to make a citizens arrest. In certain contexts carrying handcuffs makes sense, but most of the time they are just not needed.

How fitting that I would be listening to the Stones sing Brown Sugar while reading this thread... "You should of heard her just around midnight... "

I think handcuffs are illegal if you are wearing them as an accessory while listening to 80's music

Alright we're already way off topic but I couldn't help but stop to ask: which store was in the "Breakin the law" video by Judas Priest? I always thought it kinda looked like a Walgreens.

On a similar note, their video for "Just one more fix" is even more hillarious than the one for "Breakin the law". OK, just had to go back for a bit there, now back to our normally scheduled debate and program.
