Default Out of state seller. Off roster question

Hi would an out of state seller from vegas be able to drive to ca and transfer a off roster gun to a ca resident on a ppt?

My first guess is no because ca hates us.

As Milsurp said no. A PPT is 2 California residents meeting at FFL.

Off roster refers to handguns. You are posting in the rifle section.

If the receiver/ buyer was exempt they could meet at ffl and purchase would be done as an out of state transfer, whatever the process, but not a ppt. You pay sales tax.

If seller is willing to drive, he/she can ship to your FFL and drive here to collect the funds in person.

It would be a violation of federal law to do that. It is not because "CA hates us."

Oh didn't know federal law also doesn't let people transfer from different states using a ffl face to face. But they let you mail it?

Only to a willing FFL, who would do the transfer.

CA unsafe handgun laws prohibits a CA FFL dealer from transferring an off-Roster handgun to a non-exempt person.

Exemptions that can be utilized are:
A. PPT.
B. LEO sale.
C. C&R firearm.
D. out-of-state intra-familial gift.
E. out-of-state operation-of-law transfer.

PPT = private party transfer that is between two CA residents that are meeting face-to-face at a CA FFL dealer, who will be facilitating the transfer.
~If the firearm is shipped, then it's not a PPT.
~If one the parties involved is a non-resident of CA, then it's not a PPT.

Since the transfer you are inquiring about is from a NV resident, this transfer does not meet the PPT exemption.
So, another type of exemption (LEO sale, C&R, etc) needs to be utilized in order for the CA FFL dealer to be able to legally transfer the off-Roster handgun.
If no other exemption can be utilized, then the off-Roster handgun can not be legally transferred.

Thank you everyone. Left the gun hobby for a few years after but now I'm back and the fight for our rights are even more important. I got 3 boys I want to grow up with all their constitutional rights now. Still remember the night the BB was announced and the very first saiga gb
