As Milsurp said no. A PPT is 2 California residents meeting at FFL.

Oh didn't know federal law also doesn't let people transfer from different states using a ffl face to face. But they let you mail it?

So, another type of exemption (LEO sale, C&R, etc) needs to be utilized in order for the CA FFL dealer to be able to legally transfer the off-Roster handgun. If no other exemption can be utilized, then the off-Roster handgun can not be legally transferred.

Thank you everyone. Left the gun hobby for a few years after but now I'm back and the fight for our rights are even more important. I got 3 boys I want to grow up with all their constitutional rights now. Still remember the night the BB was announced and the very first saiga gb
