Default Beating a dead horse but... "may issue" laws constitutionally legal???

As i said, i may be beating a dead horse to death, but i don't understand how requiring someone to have "good cause" to concealed-carry is constitutional... especially now that you can't open carry either.
Why do i have to have a previous quarrel with someone or some sort of threat made on me to first be able to have the necessary means to defend myself?

It's county sheriff dependent, not all sheriffs require that.
