Exclamation Starting paperwork (4473 & DROS) before the firearm arrives

Ok, so what is everyone's thought on this? Do you/ would you start paperwork on a firearm before it arrives from say another dealer or distributor. We have a policy that we don't. Thoughts/ suggestions?

Doj said "you" take the SN off the gun your self so with that said gun must be in your hands

That is their opinion. Seeing as they don't give opinions anymore, I will just rely on what my district attorney says.

I have no problems starting before.

It is not the same for long guns since the serial number is not submitted on the DROS.

My personal opinion is that it is a just a bad idea since if something happens to the firearm or it is not as advertised, then the customer is not going to want to be out the DROS fee, not to mention your fee. When you do this, your customer gets something, but you don't get much other than having to store it for less time, assuming that the customer picks it up as soon as they can.

Please forgive my newbie-ness.
If a buyer is ordering a handgun, do you take the buyers money (phone or in person), order the gun, receive the gun, and then call the buyer to come to your shop to start the DROS.
What if the DROS is denied, what happens then?

At Bass Pro shops, I paid for my Remington 870, my DROS and all other associated paperwork, before the gun was actually in stock at the store. When the gun came in to the store, they called me. I came down, filled out the DROS and other paperwork, and then started my 10 days. I am picking up my gun on Wednesday.

Yes. There is a 15% cancellation or DROS denial fee.
