Basically it means that a non-resident can claim ignorance of the law. Bear in mind the intent of this was to allow for out of state visitors carrying on CCWs from their home state.

However, If a person wants to stand in front of an AZ judge, holding an AZ CCW in their hand and claim that they were not aware of AZ law WRT to carrying firearms, I don't believe that would play well here.

Mailing out my application tomorrow.
Hopefully they don't send it to my Arizona residence (my primary residence) and look at the mailing address on the packet...

Now what?
I called Az CCW department and they put the wrong city down for my address, zip was right. It's was mailed out 6/4 and I have still not got it. I'm a little worried someone else might have it in their hands now. I can always get it replaced, but what about the fact the is a card with my name on it out there somewhere?

You sign an affidavit as part of your application that says that you have read the applicable law understand it.

Mailed mine to AZ DPS on June 1, and received permit on June 11.

Super awesome.

AZ DPS has to be very happy with their sudden influx of revenue.

178S, thanks for creating this thread, dude!

This has saved me a ton of time and money that I would have spent on getting a NV permit, AND because of the information you provided I was able to get the AZ permit in time for my summer travels to other states that accept AZ non-resident permits.

Okay quick update. I sent an email to Arizona today and got a reply.

5-23 mailed application
5-27 AZ received
Unknown date:FBI rejected BOTH of my fingerprint cards. There is a comment that this is normal.

They are now waiting for a manual name check and this can take 2 months!

It may seem like that but with constitutional carry as law now, business is down. That's why the turnaround time is so good.

Now AZ vehicle registration from Californians, AZ is happy about that!

Woo Hoo! AZ permit arrived today! Now if my Sac County CCW would just un-*** itself I'd be one happy camper!

Do you have a common name? If so, it might a common occurrence. My name is super-rare (i.e. I am the only person in the world with anything close to my name), yet the FBI background check for a weapon I bought in Missouri while I lived there still came back with a "HOLD". I don't know their system, but it must have some interesting features that cause big delays sometimes. Sucks that it might take an extra couple months... totally lame.

I think he's refering to the AZ resident definition found here...

Work in Arizona (other than for seasonal agricultural work) –or–
Are registered to vote in Arizona –or–
Place children in school without paying the tuition rate of a nonresident –or–
Have a business that has an office in Arizona, and that bases and operates vehicles in this state –or–
Obtain a state license or pay school tuition fees at the same rate as an Arizona resident –or–
Have a business that operates vehicles to transport goods or passengers within Arizona –or–
Remain in Arizona for a total of 7 months or more during any calendar year, regardless of your permanent residence.

Paying the the same $60 CCW permit fee as AZ residents allows you to register your vehicle in AZ.

This is a 'wild a** guess' on my part

As everyone in Komifornia is probably looking at having their vehicle registration fees jacked up, please elaborate.

6/14 1:58pm - e-mail sent requesting packet
6/14 2:23pm - e-mail received saying packet would be mailed (I'm liking them already... )

Ok here it goes. You guys have noticed how accommodating and easy it is to deal with AZ. Well the same goes for the dmv. Imagine being in and out of a dmv in less than 20 min! Amazing that life can be like that with illegals on the run. They ask for a physical address on the form. Some people write in any address. A 7-11, local business, whatever. The next line asks for a mailing address. You enter your CA mailing address. AZ knows exactly whats going on and is thrilled with the revenue. They will happily mail you your yearly registration. Yavapai and Mohave counties also have no smog laws. I know its summer and lots of tourists visiting our state. Look around town come December. Lots of tourists still or lots of CA's thumbing there noses at our great state... you decide! There is something that must be done about insurance requirements but I can't remember how it works. I don't do this myself just know people who do. The never ending weight fee CA hits pick up drivers with is stupid. 10 year old heavy duty diesel truck still costs nearly 400.00 in Calfornia and now with a "snap" smoke smog test... Well this all goes away in AZ for 140.00 or so a year. I'm all for smog laws. But no reference numbers? Just a tech blurping the throttle and deciding if its too smokey or not? CA at its best!!

Last Christmas I took a picture because I knew no one would believe me. It's like a dream, Issue you license plate on the spot (notice I said plate not plates) DL and I.D.'s come hot off the presses while you wait as well as titles are printed while you wait. Amazing place my friends...

Fees must be paid within 20 days of entry or residency to avoid penalties. Any vehicle owned by a California resident must be registered within 20 days of entry into California unless a special permit was obtained. Nonresidents whose vehicles are properly registered to them in their home state or jurisdiction may operate their vehicles in California until they:

Accept gainful employment in California.
Claim a homeowner's exemption in California.
Rent or lease a residence in California.
Intend to live or be located here on a permanent basis (for example, acquire a California driver license, acquire other licenses not ordinarily extended to a nonresident, registered to vote).
Enroll in an institution of higher learning as a California resident or enroll their dependents in school (K-12).

NOTE: Nonresident military personnel stationed in California or their spouses may operate their vehicles with valid out-of-state license plates from their home state or the state where the military person was last stationed.

My packet was mailed back. I left the section on the back blank that said proof of training (I think?) because someone on the forum said to leave it blank. They mailed it back saying it was incomplete. They highlighted the section and told me what to write in. Packet was mailed same day. Hopefully by Monday my permit will be in.

Called, they said I have to wait two weeks before they would go to the next step, whatever that means? This is going to turn out to be longer then Florida and Utah combined.

I noticed that the application has a place for an instructor's signature, course info, etc.

What are you guys doing? Just leaving that section blank?

The back had two sections: The upper you need to fill out and sign. It is the line that says what form of proof of training your sending in. Such answers would be "DD214" or "NRA basic handgun course" or "expired Arizona CCW permit (The one i used). The bottom section is for if you took the official AZ 8 hour course by an AZ instructor. That is the part that does not need to be filled out since you did not take that class.

So people who can't follow instructions, are confused by a simple one sheet form, and can't be bothered to study the DPS website and AZ law are going to carry concealed guns. Wonderful.

Mine was kicked back because I did follow the instructions.

The middle section on the back asks for the provider of the firearms safety course. If you provide a proof of training that is not from a provider of training (e.g. another state's CCW permit) what they want you to enter here is the proof you provided -- not the actual training provider.

Really? Geez, when I did mine last year I have no idea how I managed to figure that out. Maybe it's because I read the law and DPS website. Or maybe it was just common sense. Then again, when I read some of the questions in this thread there doesn't seem to be much.

I learned a long time ago the only thing we, or in this case I, should worry about is what I can control.

Playing hall monitor over the masses is pointless.

If you want an Az permit, all the power to you. We are not judge and jury around here.
