I realize this is an older thread, but noticing you haven't gotten an answer I figured I'd post one...
I've spent a fair amount of time hunting and exploring down there and my opinion is that Laguna Mountain is not a good place for target shooting. While it is legal there are several reasons...
1. Distance. It's a long ways from anywhere to get there. I find it's a nice drive, but those that don't like country roads won't.
2. Terrain. This is a very inhospitable area. STEEP hills and very little flat ground, high temps in the warm months, low temps in the colder months, very little water (especially when it's hot). While it is possible to set up a short range shooting area that is *almost* safe just past the gate you'd have to do a strenuous hike to get to a better (and safer) location. (People shoot just past the gate, but the "backdrop" has a trail coming down it.)
3. It would piss off everyone else down there. While the area doesn't get much use it does have hikers and hunters. With so much other BLM land down in that area please just use one of the others that won't cause problems. Try the Griswald or Panoche Hills. Both offer much better (and safer!) shooting areas.
