Question Jacketed Ammo & BLM Land

I was reading the South Coast BLM Web-Page and noticed that they have a statement that they disallow jacketed ammo as well as steel core. I'm not certain if this is a guideline or a legal requirement. I note they didn't site any code but I don't want any issues.

I do most of my shooting in the Perris areas and have always shot jacketed ammo, never had an issue.

Is this an issue? I can understand the steel-core perhaps from a fire perspective but I rarely shoot Steel-Core...Is that an issue as well?

The way I understand this is they don't want you to shoot steel jacketed ammunition--a ban on all jacketed ammo would be kind of weird. But that's just my interpretation and not necessarily the laws/rules.
