Default County Requirements

Just found out my friend who has a CCW out of Fresno cannot carry in Santa Clara or LA Counties due to those Counties not recognizing out of County permits...first I am hearing of this and was a little surprised...thought CCW permits we're recognized state wide?

Any input from other CCW holders?

CCW's are issued and regulated buy county of residence. They can place restrictions on permits.

So, if you don't have a CCW from Santa Clara or LA counties carrying there legally is a no go?

I just don't believe this to be true. If it was true all IA's would be required to inform their CCW holders and San Bernardino said nothing about some counties being off limits. Also, if true, it should be listed as a restriction on your license.

Permits are issued by the county of residence, but honored state wide...

Ask your IA, if you have permit and you still have any doubts...

The CCW permit is statewide. On my license it reads " Licensed To Carry Concealed Pistol, Revolver or Other Firearm Within the State of California". Last I checked both of those counties were in CA .

So, your friend is wrong. I also doubt he has a CCW otherwise he'd know this.

As GLockN'Roll stated and as it says on the official California FD 4501 (10/99) CCW form "License To Carry Concealed Pistol, Revolver, or Other Firearm Within the State of California. California CCW permits are issued by the County Sheriff or in many cases City Chief of Police and cover CCW state wide.

These are my thoughts as well but since I don't have a CCW and my friend does I had to ask...certainly makes me wonder what he was told as I can't find anything online regarding this...

The bolded is true. However, IA's can put restrictions on where you carry or where your permit is valid. A common one is you can't carry at/for work. Before the law changed, some IA's wouldn't let you carry on school grounds (now none of us can.)

It's possible that some IA's not permit carrying outside of their jurisdiction, but we haven't seen any concrete examples yet.

Sounds like your friend is mistaken. Unless your friend has a conditional permit for something like work (usually only valid for 90 days) or the license states that is only valid in Fresno County, the standard 2 year permit is valid statewide.

Your friend is mistaken. I am a CCW instructor, and this is not true at all. It is valid in all of CA's 58 counties, whether the county sheriff likes it....or not.

Of course there are some county ordinances which prohibit carrying on county property (such as county buildings), which is why proper training is critical. The proper CCW training should include restrictions, laws, ordinances, etc. Much more than just shooting and qualifying.

Like others said this is false. My CCW instructor in San Bernardino was a Captain with SBSO. He said they get calls all the time by LAPD and SO checking on CCW holders Licenses. He said even if we get detained or arrested to just go with it and you'll have an easy lawsuit afterward.

State preemption prohibits cities or counties from prohibiting carry by licensed persons.

Really? My permits says California State permit. They are issued at county level but good throughout all counties. Even if they don't like it. You should edit your post before someone believes your fud for fact.

San Francisco tried this a couple years ago, got nowhere, especially when a couple counties said the would not honor SFPD badges in there county

Yea, I don't go to SF and spend money any more. My OC permit is valid State wide - no restrictions either. See post #12 for complete final answer.

It's complete BS. Statewide license, regardless of IA (unless the IA were to take the extremely unusual step of making no-carry in certain counties a restriction it condition).
