Default California CCW “Permit”

There is no such thing.
Some states issue a Permit. California issues a LICENSE.
The application says License.
The piece of paper you receive if granted says License.

It’s the same in every County in California.

Marriage License
Drivers License
Business License
Hunting License
Fishing License
Contractors License
Federal Firearms License
Ammunition Vendor License
Concealed Carry LICENSE

Building Permit
Burn Permit
Learners Permit
Permit to Operate

Yes, I doubt anyone who needs to know you are legally armed will care if you tell them you have a permit to carry instead of saying you have a license to carry.

The new style CCW (the laminated biz card size that came out last year) does not say License or Permit anywhere on it... It does say, "Civilian CCW" towards the top, below the IA name.

Except for the fact that they issue you a "permit number" on your license. So both are true.

Thats not statewide though. IAs can pretty much issue any hardcard format they want, until the state gets around for formalizing an official one.

Mine, that I renewed 3 weeks ago, does in fact say "CALIFORNIA License to Carry".

Much ado about nothing....

Because your local CLEO has discretion whether to issue you a state carry license or not ("May Issue" depending upon the GC and GMC standards the CLEO adopts in their policy), many of us call it a permit to emphasize the fact that you need a CLEO's permission to carry. It's a way of subtly reminding everyone our RBA protected by the 2nd A is being infringed by the state and not being defended by the courts.

Hopefully, this sad state of affairs will change before 2020 July 01 with SCOTUS rulings in the NYSRPA and/or Rogers cases.

Kind of like Q-tips. I told my wife that it says nothing on the box about using them for your ears. They are for everything else but your ears.

Its good statewide however, I think that's the point.

Frankly though, I don't really care- just throwing some contrariness (is that a word?) on the fire here...

OP,

You seem to be making a big distinction between the use of the words "License" and "Permit" in the statutes.

Is there some distinction that makes these words other than synonymous?

If not, the "six of one" and "half dozen" analogy is quite appropriate.

Merriam-Webster shows that "permit" and "license" are synonymous.
So I'm not quite sure what you're all wound up about.

I tend to think of a license as being more permanent, I have a contractor's license and I pull a building permit. A learner's permit leads to a driver's license. A burn permit is typically for a pretty limited amount of time... Maybe that's what the OP is getting at I don't know? But I have CCW's from several states and some say license and some say permit so I also fail to see any meaningful difference between the two.

In looking at my most recent CCW License/ Permit issued by the Humboldt County Sheriff's Office - it says at the top of the hard plastic card from my 2018 (my tenth time for over 20 years now) renewal - "License To Carry Concealed Firearm" Then next line "California Penal Code 26150" above the Issuing Agency Name, and it has a "Permit" number too. Also it has "Type: STANDARD" for the condition of use...

My Oregon Non-Resident (CHL) Concealed Handgun License is of the plastic card type, and it has a "License" number.

As baggss stated - it all depends on the Issuing Agency!
