Default 1896 Winchester

A friend of mine bought a 1896 Winchester 32/30 from an auction site. The date of manufacter is 1912. The auction site stated it must be sent to an FFL. Will my friend have to DROS the rifle and pay a dealer transfer. Just curious how it works I have only purchased new stuff.
