Default Extent of CA Issuing Agent Restrictions

So, I have learned someone who recently renewed their CA permit had a restriction placed limiting the term of their new, initial license to 1 year (in lieu of 2). My understanding is there are two CA licenses: the standard which is 2 years and a 90 day variant.

Is this legal? My understanding was the duration of the permit is fixed per CA statute. Guess not.

Are there any constraints on the type of restrictions that can be imposed?

No minim is mandated by the PC for a standard CCW issued to a civilian. I know my IA tells you that they rerun a basic background check after the first year, and you pay for that up front when you apply/renew. First instance I've heard of this though.

FWIW there are also judicial CCWs (3 years) and Reserves CCWs (4 years).

A sheriff from a county you are not a resident of but work or have a business in can give you a 90 day CCW.

So in my case, an RC resident, SB sheriff John McMahon can give me a 90 day CCW but that would be very impractical.

And, it's only valid in that county.

All of which explain they can be issued for, "...any period of time not to exceed...", those duration points. So, they can be issued for less.

Before SB707, Fresno County used to issue permits stating that the permit was not valid on public school property, even though it was legal per PC 626.9(L). My IA didn't have the restriction.

An issuing agency can place any restrictions/conditions that they deem is reasonable or warranted. [PC 26200(a)]
But, those restrictions need to be printed on the permit to be legally enforced. [PC 26200(b)]


Penal Code 26200
(a) A license issued pursuant to this article may include any reasonable restrictions or conditions that the issuing authority deems warranted, including restrictions as to the time, place, manner, and circumstances under which the licensee may carry a pistol, revolver, or other firearm capable of being concealed upon the person.
(b) Any restrictions imposed pursuant to subdivision (a) shall be indicated on any license issued.
