Default Range etiquette query

Would you thnk a cardboard target inadvertently abandoned if

1. Left unclaimed for around 35 minutes
2. 2 separate shooting sessions no one there
3. No bag or gun in the area
4. The previous group of shooter in the general area had left

It is abandoned when the RSO clears it and throws it in the trash. Until then, no.

It really depends on the range. I primarily shoot at YSA (Yolo Sportsman Association) and I've seen targets left down range for hours on a slow day. Only at the end of the day does the RSO go and retrieve them. On busy days there's enough lane turn over where a lane won't stay empty long enough to have a target hang out for more than one clear rotation. Yet when I went to Sac Valley last summer and was packing up my things a range officer walked by me and said: "Make sure to bring your target and frame back on the next clear before you leave."

Personally, I'm not going to remove anyone else's target unless they've left the lane and I'm replacing their target with mine. Or I'm explicitly instructed by the RSO to remove the target down range and that's only happened once (to help him clear the range at the end of the day).
