the purchasing LEO can bring a letterhead from their Department to take home right away after the DROS paperwork (no jail time).....

But it's still done at a FFL.

I was told by my watch commander and a couple of gun shops that the CA DOJ isn't allowing this anymore. The gun still has to go to jail for ten days.

The process takes so long that it isn't really worth the effort.

DOJ still allows it, but many departments have policies against it. Most agencies feel that since they issue you a gun for work, there is no need to get another one without waiting the ten days.

Even agencies that do issue letters, most won't do so on a private party transfer.

DOJ allows it. Got a letter last week.

Depends on the agency. My first agency was fairly large, 700+. It usually took at least a week. At my current agency I can get one in a day.

I called my usual FFL about this today as I am selling a gun to a co-worker. He said a 10 day letter for a PPT doesn't need anything else on it that standard purchase letter doesn't have.

I'm not advocating dishonesty but you could request a letter by stating that you are buy specific gun at specific shop.

OCSD, it also take about a week and it isn't worth the effort IMO just to save 3 days.
