2017 California Legislation INDEX thread
This is the first year of the 2017-2018 Legislative session.
This thread is to help members find the existing threads about bills submitted to the Legislature. The reason this is needed is that the bills are all submitted in December, January and February, threads get started, then the bills and threads just sit until May or June - falling off the first few pages her due to lack of activity. Here we are in December 2016, and the beginning of the CA Legislature's 2017-2018 session is nearly upon us. Feel free to add a post announcing a new bill, as you encounter one. The legislative site is http://leginfo.legislature.ca.gov/fa...chClient.xhtml Links to the actual bills are very helpful. Please do not title threads 'Oh, they're being stupid again' or other expression of outrage - title it more like 'AB 12345 El Diablo Ammunition (2014)' -- the bill number, the author, the subject and the year all help us keep track. Honest, folks, one thread per bill is plenty. And, it's my personal opinion that all the anguish that get posted is rewarding to the people who write and submit the bills. See also the 'how things work' sticky http://www.calguns.net/calgunforum/s...d.php?t=701762, and the 'how to read a bill' sticky http://www.calguns.net/calgunforum/s...d.php?t=161873 Remember -
Here are the significant dates, from the Legislative Calendar: Jan. 4 Legislature reconvenes (J.R. 51(a)(4)). Jan. 10 Budget Bill must be submitted by Governor (Art. IV, Sec. 12(a)). Feb. 17 Last day for bills to be introduced (J.R. 61(b)(4), J.R. 54(a)). May 30-June 2 Floor Session only. No committee may meet for any purpose except Rules Committee, bills referred pursuant to Assembly Rule 77.2, and Conference Committees (J.R. 61(b)(10), J.R. 61(h)). June 3 Last day for each house to pass bills introduced in that house June 6 Committee meetings may resume (J.R. 61(b)(12)). June 15 Budget Bill must be passed by midnight (Art. IV, Sec. 12(c)(3)). Sept. 15 Last day for each house to pass bills, except bills that take effect immediately or bills in Extraordinary Session (Art. IV, Sec. 10(c), J.R. 61(b)(17)). Final Recess begins upon adjournment (J.R. 51(b)(3)). Oct. 15 Last day for Governor to sign or veto bills passed by the Legislature before Sept. 15 and in the Governor's possession on or after Sept. 15 (Art. IV, Sec.10(b)(2)). So, when do these go into effect? If a bill passes, goes to the Governor, and either he signs it or allows it to become law, the default effective date is in Article 4, Section 8 of the California Constitution: Quote:

Aaaaand, here we go!
2017 AB 7, Gipson This is a place-holder for something else; legislators do this to get their bills a low number, because bills are considered pretty much in bill-number order, to begin. ETA: amended into something - see http://www.calguns.net/calgunforum/s...9#post19744519 for the Calguns thread 2017 SB 22, Hill It claims Quote:
I'm sure you all will be happy to know that this session's proposed Standing Rules of the Assembly include Quote:
ETA - kindly do not post in this thread, unless to 'announce' a CA gun-related bill introduced in the Legislature. New threads are free. Federal bills - new ones start in January - go to a comparable thread in National.

AB-424 "Possession of a firearm in a school zone" "This bill would delete the authority of a school district superintendent, his or her designee, or equivalent school authority to provide written permission for a person to possess a firearm within a school zone. By expanding the scope of a crime, this bill would create a state-mandated local program." // Thanks, edwardm // ETA discussion thread here: http://www.calguns.net/calgunforum/s....php?t=1301944 // Librarian

Please note, this is the 'beginning of session rush'. Friday, Feb 17 -- TODAY -- is the last day to introduce bills.
Then, they all go pretty dormant while the legislature figures out the budget, which is a major motivation for this thread. All the nice threads (thank you, markinsac, for Thursday's crop) we have will drop off the front page in the 4 to 6 weeks before any of them are heard from again.

SCR 62 - Pan - Firearms: ASK (Asking Saves Kids) campaign
Submitted 6/6/2107 - as it is a resolution, not limited to the deadlines that legislation must follow. Encourages parents to ask if any unsecured guns might be at a house before allowing their children to visit. Opinion: While probably a good idea in terms of safety, it might limit friendships when parents who are completely anti-gun react to an answer. AB-103 Public safety: omnibus.(2017-2018)
AB 103 would make a substantial change to current law by significantly expanding the prohibiting categories to include persons who have a warrant for a felony or disqualifying misdemeanor. This drastic policy change will violate an individual’s right to due process as warrants can be issued without notice or hearing. Furthermore, this policy is not germane to the budget and would circumvent the normal legislative process for policy measures. AB 103 also contains additional money and a time for the Department of Justice to implement and allow for the registration of newly classified “assault weapons.” Legislation: http://leginfo.legislature.ca.gov/fa...201720180AB103 Bill thread: https://www.calguns.net/calgunforum/....php?t=1344812 |
