Essentially, he was second in command of a similarly sized police department.

Exactly. Captain Faulkner was in charge of operations for a 200+ sworn department that encompasses a geographic area over 52 square miles and 110k residents. I have great respect for that department. They have good people there.

I believe there was a case and the end result was you had to uniformly require psychological testing for all applicants or none. I thought there was a $250 limit in the PC for the psychological test also.

And that's what it is in Atascadero, though I believe the dollar figure is $150 for the psych test.

Correct, PC allows for a Psych test up to $150 each. Also does not require a "second" psych test". But allows an IA to require a second psych test, if they disagree with the first test's results. For a "state pc" allowed" total of $300 to the applicant.

What ever happened in WC?

I don't see the good citizens of WC rolling over and giving up, after all they did to get the ordinance passed. That ley would allow 2 leftist turds to block them from CCW at this point.

For now DOA due to our CoP. I did not start this movement here in WC but I have been talking to council member Spence about this and he is as angry and frustrated as we are. It appears the council has moved on to major development planning which would line the pockets of certain member's via agenda 21. (Yes it's real) this town is unfortunately sliding fast to self destruction.

That SUX. I realize your CA, CM, and CoP are against CCW. But that is just 3 EMPLOYEES of the people. The same people who want CCW.

The ELECTED COUNCIL MEMBERS that voted for CCW, haven't been able to leverage compliance?

Having "employees" dictate to their bosses what they will and will not do.

That is just absurd.

All the story means is that Chief Faulkner is retiring. Doesn't mean that the city manager isn't going to replace him with another gun hating butt puppet anti 2A.

I would have much preferred to see a story of him being fired for not complying with duly enacted city ordinances regarding CCW.

That would assure the next chief would be Pro 2A.

This may very well be the most important message ever posted on this page.
Pay attention!
On April 25th, 2017 at 6:30 pm, there will be a very important TOWN HALL MEETING held at the West Covina Senior Citizens Center located at 2501 Cortez Street, West Covina.

THE PURPOSE OF THIS MEETING IS TO GIVE THE CITIZENS OF WEST COVINA THE OPPORTUNITY TO MAKE OUR VOICES HEARD REGARDING THE APPOINTMENT OF A NEW POLICE CHIEF. IT IS NOT ONLY *CRITICAL* THAT YOU ATTEND THIS MEETING, BUT WE NEED YOU TO SPEAK AS WELL!

As most of you know, we have been fighting the good fight for over 3 years to bring about meaningful change to the way Concealed Carry Permits are issued in West Covina.
There has not been ONE Concealed Carry Permit issued in our city since 1978, and in that 39 years, all applications have been rejected to to what is considered by the Police Chief to be a lack of "good cause".
DOESN'T THAT MAKE YOU ANGRY???
Basically, they want to know WHY you want one, and since 1978, nobody has a good enough reason, according to the Police Chief, who is the *SOLE AUTHORITY* on this subject.
The law says he "cannot be influenced" by his bosses.

The West Covina City Council recently voted to re-define the "Good Cause" clause to include simple self defense. Now, understand that the Police Chief is not bound to comply with the authority of the CIty Council in West Covina, and he soundly rejected the results of the city council vote, and maintains the historically corrupt position of what amounts to a NO ISSUE policy. No one is worthy.
I want to remind you that the Police Chief is an un-elected political appointee, hired by the city manager. He is an At-will employee, and can be fired by the city manager without cause.
The City Manager works at the pleasure of the City Council, and he can be fired without cause as well.
After our City Council's courageous vote to change the policy on how CCW's are issued, our current Police Chief, David Faulkner immediately sidestepped his responsibility and abdicated his authority over issuing CCW's to the Los Angeles County Sheriff... who does not issue CCW's to anyone besides his campaign donors and politically connected friends!
But WCPD Chief David Faulkner recently announced his retirement from that post in June, and his departure could change everything.
But you have to get involved!

This is an historic moment in our city's history, as well as in the SGV, and Los Angeles County, and we may never get another chance like this for decades! Never before has a city in this county voted to extend concealed carry rights to law abiding citizens based solely on the qualifying "good cause" of SELF DEFENSE.
This would put or city on par with RIV, OC, & SB Counties who issue concealed carry permits to it's citizens with an acceptable "good cause" to be simple self defense.
We are advocating that ALL future candidates for the position of West Covina Police Chief pass a litmus test and be willing to respect the authority of the duly elected City Council, and begin issuing Concealed Carry Permits in West Covina based on self defense; furthermore, we demand that ANY CANDIDATE for this position who does not respect the resolution passed by the city council regarding concealed carry be immediately REJECTED from further consideration.
We also want the new Chief of Police to re-claim the authority to issue CCW's from the LA County Sheriff, and begin processing applications by law abiding citizens.
I cannot express this too strongly... WE NEED YOU TO GET INVOLVED AND PARTICIPATE IN THIS MEETING!!!
I hear a lot of pro 2A people complain about the law in California regarding how hard it is to get a CCW... BUT THEY DON'T DO ANYTHING... Well friends, here is your chance.
Do you understand that the Police Chief ALONE decides who gets a concealed carry permit???
Do you understand how critical it is for a like-minded candidate is selected to lead the West Covina Police Department???
Do you understand that we will probably FAIL without your help???

This past week, we at Concealed Carry West Covina reached 1,000 members, and that is an especially important milestone in a city that has decided a recent election by TWO VOTES!!!
We worked very hard to gain a majority on the City Council, and now that we have that majority, WE MUST ACT NOW!
The Police Chief is hired by the City Manager, but the City Manager is hired (and fired) by the CITY COUNCIL!
We need a BIG turnout at this TOWN HALL MEETING, and you have over ONE MONTH notice to take off work, get a baby sitter, re-schedule your bingo night to attend this CRITICAL meeting.

I heard he is retiring because he got a big raise last year to boost his pension and after that all the officers hated him because he grabbed this raise and got them all nuthin. they got no raise at all. so now you should all lobby your city council to hire a chief that supports the constitution. You all better SHOW UP at the town hall meeting.

I am a resident of the city, I watched when the City Council voted on the "good cause" definition. I understood that the Chief of Police had the right and exercised the right to give up the power to issue CCW to the County Sheriff. Has the Chief rescinded the right and now issued CCW? Has anyone submitted a request for a CCW to the WCPD, and gotten a response?

the chief is retiring. lobby your city council to hire a new chief that actually honors his pledge to uphold the constitution of the united states.

I believe that when WC allows CCW and proves that crime doesn't run rampant because citizens can protect themselves, other cities can use that as evidence that CCWs are not evil.

That is not how Ca nanny staters think. Look at the map of Ca. For confirmation. 50 counties already have CCW. No blood in the streets.

I think it's going to be a helluva lot easier for citizens in Covina to point to West Covina as a good example rather than some rural county in Central California though.
