Thumbs up CCW in West Covina

Tonight our city council voted to change the city law so now "self defense" will be good cause. This will force our police chief to issue CCWs or be replaced. This is a huge victory for us. Although West Covina will be the only city in L.A. county to issue, it will put pressure on neighbouring cities who are also being pressured by their citizens. Now I'm not popping the bubbly yet until the first one is issued but Damn, this is great news.

Torrance is not shall issue. Torrance started issuing after the initial Peruta 3 judge victory. But if you read the Daily Breeze article:

"The permits that have been issued during this time are for six-month increments and can be rescinded if the Court of Appeal reverses the three-judge panel’s decision."

Well, we all know how the en-banc hearing went.

The group West Covina CCW spent two years getting 3 out of 5 council members who support CCW and the 2nd A voted in. From there they worked to put pressure on the other two and the chief of police... Since this only passed last night no permits have been issued and not quite sure what the process will be but when I find out I'll update. I'm stunned that we won but very thankful.

Two hours from now, San Jose with it's demoRAT city council will be voting on more restrictions.

If you plan on writing them, tell West Covina CCW and your city council members that voted for this, a big THANK YOU from people in the bay area for doing the right thing.

Congrats west covina! not often we here about 2A victories in the state. Brings a smile to my face!

Im spoiled. Sac has been issuing for a while now. had mine for almost 4 years now. I forget sometimes that other counties are still in this struggle.

I live in West Covina and just gave the station a call on how I would go about applying, and was transferred to the front desk who told me that the watch commander wasn't in and to try back in a few hours...

I'm sure there will be a few bumps in the road seeing it passed the council only last night. If the chief stalls or inhibits the process the council may fire him.

What a great video! That was the first time I've actually enjoyed watching a city council meeting.

Let us know if it does spread to the surrounding communities.

Gobler, you should post links to candidates running against those two losers, so we can donate to their campaigns and get the losers removed.

Turns out West Co PD is telling everyone that the watch commander is no on duty, and to leave a message for him/her to call you back.

Also, I was told by one of the officers, a man residing in Monrovia called multiple times trying to get a CCW with west co. and started to argue with them when they told him he couldn't apply if he wasn't a resident.

Listening to the news this morning about this. The city council passed a resolution regarding CCW and good cause being Self Defense of family, self and business. This is all great except that a resolution is like saying we like this over that. This is not a law, The police chief does not have to abide by this and will most likely still refer all applicants to the LASD.

I lived in West Covina in the 70's. Pretty sure we were the only white family in our half of town.

I'm pretty sure I was the only one not carrying (being a teenager at the time).

Our neighbors had shootouts with the people across the street every Tuesday Night.

Where the hell in WC did you live?? I was born here in 68, went through high school and attended Mt. Sac for two years before UCLA. I live here still. I will admit the south west area aka area 3 that butts up to La Puente is bad but as far as the rest it's decent. When I grew up here WC was about 80% white upper middle class with about 40% with some form of degree. My street had an engineer, architect, police chief, city mayor and two NASA programmer's. Most have died or moved since but still a fairly nice street.

Long time ago. I can't even remember the street name but I think near Fransquito and Valincia maybe. Seriously Barrio at that time. I'm not kidding about the Tuesday Night shootouts, I never did figure out what was so special about Tuesday Nights maybe slow LEO response times. LEO's finally shut it down by sneaking a GANG Team into our house Tuesday Afternoon disguised as a moving crew.

I hope you guys share your experience and advice w/folks in SD Co, LA Co, and CoCoCo who are also trying to get their CoPs to accept SD = GC.

Torrance folk need to urge their CoP not to change his pro-CCW policy if he hasn't had any problems with CCWers. Tell him OC Sheriff Hutchens, after the Peruta en banc loss, said she didn't see any reason to change back. CCWers are "good guys with guns," not BGs.

The big thing is support candidates who are pro 2A and get them in office. If you can get a majority then it's easier. Our council is 5 with one being mayor pro tem. We managed to get three pro 2A supporters in. It took three years but look at the results. I have always believed that it needs to start at the local level.

WC has a pop of ~110,000, so knock off 20% for minors, that leaves ~88,000 adults. The national average for CCW issuance is 6.06% of all adults. A good goal for WC folks is getting 1% of all adults (880) CCWs by 2018 Jan 01. While that does not sound like much or very ambitious, you've got to remember that: (1) the CoP will need time to institute and "ramp up" the procedure and (2) there are only ~500 LASO CCWs currently, so 880 in WC will more than double the # of "good guys with guns" in LACo.

I see, I mis understood. Yes, we are to use the basic application from the doj website. The council additionally struck down a provision that would require psychological testing. So it is basic good cause is self defense and pass background check with the 16 hour CCW class. Not sure about fees but it sounds like it's whatever the app, live scan and CCW class costs. I'll know for certain when things get rolling.
