The database Insert would look something like this:

INSERT into registration (name,serial) VALUES('elx144','001234');

So the serial number needs to be:

');sleep(30000);

The connection timeout for some databases is around '28000'.

So the end result is:

INSERT into registration (name,serial) VALUES('elx144','');sleep(30000);');

There's about a 10% chance of this actually working. That chance goes up if the corrupt Government hires a family member's company to write the software. This is California so the chances of it working might be a lot higher.

I think it has to be Alpha-numerical, but I don't know the law on serials, but I love being a monkey-wrench in regulations. I don't know if they can legally say that it has to be American English alpha-numerics, as I am sure Rooskie's don't always use those...
