Default Safe handling Demo - Frame Question

I understand the requirement is to do a safe handling demo on any handgun purchased. If I was to want to buy just a frame (for example from gunbroker) I've seen references that this could only be done by exemption holders, as you can't do the demo with just a frame. Would most FFL's allow the demo to be done if I owned the same model gun already and brought that in ?

I also expect that the pistol would need to be one on the approved roster ?

Unless you are exempt or the transaction is exempt (PPT, for example), you can not transfer a frame for a handgun as it is not on the certified list.

If you are exempt from the HSC, then you don't have to do the safety demo.

If the firearm the frame is for is on the list of approved guns isn't that saying that it is on the list ? I always understood that the Frame **was** the firearm ? (Or at least the serialed numbered portion of the firearm).

I realize I'm probably trying to apply to much logic to the messed up CA laws.

Unfortunately no. If it is just the frame, then the caliber and barrel do not match since there is none.

Realize that minor things can cause the firearm to not match, such as the grips, color, etc.

Yes, you are trying to apply too much logic. Remember, if the real goal of the certified list was what they said it was, then it would also apply to LEOs since they need a "safe" firearm more than anyone else, but the reality is that it is basically a means to extort money from manufacturers and reduce the firearms available to people. If manufacturers were to make unsafe firearms, they would be sued out of existence.
