Just to update everyone, this was held/not completed in light of the greater magazine ban that was working it's way through the state legislature that ultimately failed. If/when it gets revived this thread will have more relevance.

Sorry this may be a stupid question: Can you take a 30 round mag (that was purchased out of state or perhaps before 1990) and simply load it with 10 rounds while in a range? Or will someone at the range notice that your mag has not been fixed to perm 10 round and do something about it?

Any magazine that holds more than 30 rounds of ammo in a bullet buttoned rifle creates an assault weapon per California law. A magazine that has been permanently altered to hold no more than ten rounds is legal in a bullet buttoned rifle. A magazine that holds more than ten rounds is legal in California if it was owned here prior to 2000. It just can not be used in a bullet buttoned rifle.

Thanks joe_gman. Now what if your ARs were all made from 80% and there is no way of telling if they are pre ban or not. But to make the gun cal legal it has a bullet button. Does this create a loop hole? No officer can tell me when I drilled the gun.

NO!!!

For you to legally put 30 round mags in your AR, it has to be one of two things.

1. FEATURELESS
2. REGISTERED ASSAULT WEAPON ( in 2000).

If you stick a 30 rounder in a bullet buttoned gun, it's INSTANTLY illegal. Period.

Correct me if I'm wrong. So because SB 396 did not pass, Los Angeles is shelving this ordinance until SB 396 passes? If so, then that's a relief.

But since AB 48 did pass (it's full effect annulled because of dependence on SB 396 passing), I can only assume some anti-gun liberal will try and ban possession of kits as the next step. any way we can shut it down in its early stage?

There are more details about this in the 2A forum, but I imagine that this initiative was "held" because of the greater SB396, and AB48. Since SB396 did not pass, but AB48 did, I would not be surprised if the Council chose to revisit this in 2014.

On a side note, even though SB396 did not pass, AB48 did outlaw "magazine conversion" kits which is generally believed to be rebuild kits. For more specific details, I recommend seeing the analysis paper that CD Michel published a month or so ago.

I'm going to try and attend this meeting if my schedule allows. I wrote to Anna Barvir from Michel and Associates with a couple questions on this meeting and got this response from her....

"Good morning, Josh. Thanks for your inquiry.
In short, yes, the public may attend and address the committee. According to Rule 62 of the LA City Council Rules, members of the community may address the committee for up to a maximum of 5 minutes. You must limit your comments to matters relevant to the item on the agenda (here, the large-capacity magazine ordinance), and follow the rules of decorum set forth in Rule 12, which basically states you should act appropriately at the meeting. A copy of the Council Rules can be found here. If you are indeed interested in attending, the Public Safety Committee meets on Friday at 8:30 am at LA City Hall in Room 1010.
It is always a good idea to contact members of the City Council, especially those who represent you in your district, to voice your support for or opposition to pending legislation. Do note, however, that Mr. LaBonge, who represents the 4th district, is not a member of the committee holding the meeting this Friday, though he may have some sway with councilmembers who are. The members of the committee are: ENGLANDER, BUSCAINO, BONIN, O'FARRELL, MARTINEZ. You can also send written correspondence to the committee members stating your position if you’d rather not speak at the hearing.

It's good to attend if you can, but if "we" make too much of a commotion, they'll just table it for another time so they don't have to deal with the public. These types of decisions are made behind the scenes well before the actual public vote comes, and you have ever spoken in front of LA City Council, you'll know that they're doing every thing but listening to you.

If want to make a real impact, you need to contact your local CD representative, and ask them to vote against it, and to persuade their colleagues to vote against it.

Edit:

I work in DTLA, I'll try and hop the red/purple line over there and speak to the issue before the committee. If you look at the comment cards from the session in 2013, you'll see there were a couple of lawyers, a couple of Calgunners, and like 4 people from Mom's Demand ...

Anyone else going to try and make it?

*Sarcasm* Wow finally the law passed and already criminals (robbers, rapist, gangsters, mass shooters, mentally ill) are lining up at the police department to turn in their standard capacity magazines.

I think they should ban drugs ....... That should work...... and must turn them in to Santa Ana police department who would be happy to smoke your pot and eat your edibles.

Preppers canceled my order this afternoon because I called them a disgrace... Not ordering from those clowns again.

I wonder how many potential criminals will be purchasing these magazines from law abiding people who just wish to get rid of them without having to go the police station and feel like they are now on radar.

Just seems like this ban will help supply criminals with the magazines the government wants to get off the streets. These common sense gun laws make absolutely no sense

I used to love LA, now... I can't tell who's the greater evil, the law-makers or the law-breakers.

so, this stupid law was passed on July 28.
It goes into effect September 19.
60 days to comply, so that's today November 17.

LA D-Day is actually 11/19, and the last day to lawfully possess them in the city is tomorrow 11/18.
