Default Is it OK to transfer just a Sig 226 frame?

Hi fellas.

I went to Fowlers Gun Room in Orange today to buy a Sig 226 frame via PPT.

NOTE: I do a lot of transfers and shopping there. Most of the clerks know my face well.

The seller and I were there together.

I walked up to the counter and asked for a PPT.
As usual, the clerk said no problem. .
I showed them the Sig 226 frame, my DL, car reg, and my HSC and asked for the transfer.
The clerk said they can't do it.
I asked why
Clerk said since it is a pistol frame only, there is no way for them to do safe handling test without a slide, spring and mag.

I said to myself. Hmmm. That would be true.

As luck would have it. I had a spare 226 at home. Went home and got the slide, the guts and a ten round mag and got the transfer completed.

My question for you fellas is this. How can I buy and transfer a complete semi auto "frame only" in the future?
As I just bought a Beretta 96 frame on GB from a local guy.

Could it be sold to me as a gunsmith kit?

As my friend has purchased STI and Para Ord gunsmith frame kits from others via PPT.

In those 2 cases. The FFL put "OTHER" in lieu of long gun or pistol. And put gunsmith kit in the description. And of course the frame serial number.

Will that same scenario work as a possibility to purchase frames only?

NOTE: I am trying to get this done on the up and up. I am simply trying to find a way to get my future PARA "frame only" purchased from a private party through the system in the proper way.

Handguns have particular rules.. mainly .. being complete.

Why is there a section on the DROS form for "Frame Only" if it's impossible to transfer in CA? That field is not used for long guns. Seems erroneous to have the box there if it's actually unused.

Does anyone have the PC about that field on the DROS form and the purpose?

If the person is exempt from the HSC safety demo and exempt from the certified list, then it can be transferred. This means it is not impossible to transfer, just not something that everyone can do. A C&R frame to a person with a C&R FFL and COE would be an example of someone who could do it. Also, LEOs since they are exempt from the certified list and exempt from the HSC.

In part, the answer is because it is old and there was not the newer issues that there are today.

I could DROS a pistol frame PPT with my CCW as an HSC exemption.
