Default texas friend visiting selling me off roster

DOes this meet requirement of PPT? If my texas friend bring a off roster and meets me at Turners to do the FFL transfer. is this ok?
ROster is exempt due to Private Party status correct?

Illegal. You are SOL unless you are LEO exempt. He is not ca resident so out of luck. FFL should not accept for dros. Should be kicked out of system as illegal transaction.

He has to be california resident as well to do a PPT.

No wrong. It had to be between two California residents. You both would be violating both federal and state firearms laws.

To expand a bit: a CA PPT is a transaction between two parties, each with CA ID, and mediated by a CA FFL because CA law requires it.

It's unlikely your friend from TX has valid CA ID.

So, that transfer would most likely be a TX --> CA interstate transfer, and the Roster applies.

Librarian is right and I have personal experience with this. Even if he is a dual resident, he needs to have a CA ID to do the transfer. I ran into a similar issue in Montana trying to buy a handgun from my FFL friend there as a dual resident (which the ATF said was fine) but because CA has laws regarding residency on firearms purchases, I was denied. If I were a Nevada resident for example and tried it, it would've been ok. CA laws strike again
