All I really need is a decent cheek rest... and maybe some lower sitting rings. Could I get away with ARMS #22 Low rings or should I play it safe with the Mediums?

I wouldn't touch the mag, leaving it standard draws you back to still seeing it as an M1a IMHO.

Off the barrel?
From what I can tell there's about 8 allen screws that should easily come off - though I'm certain they're torqued pretty good - they should still come loose. You'll need to disassemble it to get the lower half off. I bought a complete topcover when I bought the JAE stock but I kinda like the mount - it looks more agressive - though I'm sure it would drop a few ounces off the weight of the rifle. But without a complete topcover you'll have a big rectangular hole there if you remove it.
