Aimpoint ML2. Gives you more challenge when you shoot 200 yds and beyond.

what would be a good forward mounted scope to 600+ yards for my scout?

Boy I'll tell ya, I'm using the Leupold EER 2x28 and I can't begin to shoot at 600+ yds with it. At least for my eyes 2X just isn't enough magnification to shoot/ see that far. The best I can reliably do [ at Angeles Range] is 400 yds and even at that the cross hairs just about cover the 400 yd steel target.
I know there are guys who can shoot iron sights past 600yds but I'm not one of 'em.
For myself I'd like to find a 4x scout scope to mount on my M1A Scout but I'm not sure anyone makes one...

All I really need is a decent cheek rest... and maybe some lower sitting rings. Could I get away with ARMS #22 Low rings or should I play it safe with the Mediums?

didnt want to crap in the thread, but I was at Angeles range on Sunday too Black, I was shooting trap with my girlfriend on the rifle side, not sure if you noticed me, but nice M1A

I wouldn't touch the mag, leaving it standard draws you back to still seeing it as an M1a IMHO.

Off the barrel?

From what I can tell there's about 8 allen screws that should easily come off - though I'm certain they're torqued pretty good - they should still come loose. You'll need to disassemble it to get the lower half off.

I bought a complete topcover when I bought the JAE stock but I kinda like the mount - it looks more agressive - though I'm sure it would drop a few ounces off the weight of the rifle.

But without a complete topcover you'll have a big rectangular hole there if you remove it.
