Default Remington 700 SPS 308 Zeroing Issues

So I decided to try something new other than building another semi-auto rifle and picked up a Remington 700. I brought it out to the range today and tapped out on the (down) elevation at the 100 yard mark while zeroing. I'm hitting about 4 1/2 inches from dead center of the target. I eventually want to venture out to the 3-500 yard range in the future and I figured this set up would get me there. Any ideas on what I can change (besides the scope) to get the 4 1/2 inches while still being able to use the BDC for the longer "reach out and touch someone" aspect? I'm fairly new with the whole bolt action rifle realm. My goal down the line is to have a fairly decent precision rifle, nothing to crazy of course. Any advice would be appreciated. Thanks.

M-308 One-piece Mount: With built-in 20 MOA slope
EGW Steel HD 0 MOA Base
