Default Buying C&R Rifle using my FFL-03 / COE

Hey all,

Never used my FFL-03 / COE to buy a C&R private party. Done a few out of state C&R handguns shipped to my FFL and was nice to not have to wait.

So now from what I gathered from searching I have to do is

give a copy of my paperwork to seller
File a form
Pay a fee
Log it in my book

Have you all had issues with seller not wanting to go the FFL-03 route and insisting on going through a dealer / ppt transaction?

I presume you are talking about a face to face exchange with a CA resident? Some sellers will not do it. All you can do is show them your paperwork and PC27966 and try to convince them. You should also get a pic of their DL if they will let you. Otherwise ask them to fill out your book with their name/address/DL# and try to get a pic of their license plate if you dont know them.

27966.
Commencing January 1, 2014, if all of the following requirements are satisfied, Section 27545 shall not apply to the sale, loan, or transfer of a firearm:
(a) The sale, loan, or transfer is infrequent, as defined in Section 16730.
(b) The firearm is not a handgun.
(c) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor.
(d) The person receiving the firearm has a current certificate of eligibility issued pursuant to Section 26710.
(e) The person receiving the firearm is licensed as a collector pursuant to Chapter 44 of Title 18 of the United States Code and the regulations issued thereto.
(f) Within 30 days of taking possession of the firearm, the person to whom it is transferred shall forward by prepaid mail, or deliver in person to the Department of Justice, a report that includes information concerning the individual taking possession of the firearm, how title was obtained and from whom, and a description of the firearm in question. The report forms that individuals complete pursuant to this section shall be provided to them by the department.

California gun law seems pretty crazy, arbitrary and F***ed Up from inside CA. It looks much more so from outside in other states where it seems even more onerous and complex.

I totally sympathize with sellers who will only ship to Dealer FFLs out of a desire to avoid any possible encounters with 'special' CA illegalities.

And that is why 03 in Kalifornia is junk. Very sad, the death nail was long gun registration
