Default Frame only pistol and the roster

Hypothetically.

If someone were to want to buy a pistol frame that was not identifiable as off roster, and was in all visual cues the same as an on roster pistol frame, is there any check into the SN to see if the pistol was ever made as roster safe? Or is it simply transferred as whatever the the seller/buyer stated it was?

Let's say that only the frame was sold, and the only difference between a roster gun and an off roster gun was the actual stamp on the slide of the firearm. Let's also say that the equivalent on roster slide was provided during transfer.

Let's also say that I am in no way wanting to skirt the law, but that I am interested in purchasing a pistol in which the frame may or may not belong to an off rostered firearm but the slide and only textual visible evidence is labeled as an on roster gun. The only thing that would be able to verify whether the gun was on or off roster would be through SN research.

Hypothetically, is this a PPT? Because if it is, the roster does not matter.

If it is not a PPT and is not otherwise a roster exempt configuration, then you cannot transfer just a handgun frame. There are no bare frames on the roster, and bare frames are not by themselves roster exempt.

Even if the frame belongs to a legitimately roster exempt handgun, as a bare frame it is not the roster tested configuration and is not on the roster as a result.

A receiver/frame is not listed on the Roster of Handguns Certified for Sale.
The handgun has to exactly match what is listed and the listing also includes a barrel length, which a receiver/frame does not have. So, all receiver/frame are considered off-Roster.

Therefore, a CA FFL dealer can only legally transfer it using an exemption (LEO sale, out-of-state intra-familial gift, PPT).

If you do not qualify for an exemption (LEO sale, out-of-state intra-familial gift, PPT), then you can not legally obtain it.

If the complete firearm shows up at your FFL and matches the configuration of a pistol on the roster, you should be GTG. Not exactly sure what hypothetical situation you are imagining.

Don't pay too much attention to "frame only".

Let's say a CZ ACCU Shadow lower which was shipped with a regular SP-01 upper. The frame has no identifying marks as to being anything off roster and it is functionally the same.

I posed the question regarding the frame since it is the firearm, so maybe that caused a misunderstanding. I am not trying to buy only a frame. But the seller has what appears to be an off roster pistol frame with an on roster upper.

What does the SKU say on the box? Does the SN match? Does it have 10rnd mags, also part of the SKU code

No box so no SKU. It is a used pistol, no PPT, mags are not an issue.

In that case it will be solely up to the receiving transfer FFL's determination of what it is he received. And it would be better to have your FFL look at pictures and give the green light before it shows up.

And if it is being sent by another FFL, it must be accompanied by a DOJ Approval form from CFLC, and I believe that will also show a model as indicated by the shipper.

Seriously, there are a lot of variables and since you are playing hide the weenie with the details, there isn't much help to offer.

This!

The Roster match-up and any interpretation are done by your FFL with the extent of their experience / knowledge / and judgement. DROS may not phone the mother ship serial ID of model info, but as Skyhawk alluded to, the FFL you plan to use should be looped in.

Its their FFL01 you may effect. Whether you knowingly are working around roster or its just an honest question, consider that and its really their level of risk tolerance you are asking about. Only they can answer that question.

Hide the weenie.

We can hypothesize a few full weenie scenarios around parts exchanges and a potential for the formerly missing original slide to be found.

In the event of a later unrelated situation that ends up with all your firearms being looked at, the question then becomes one of your risk tolerance, among other things.
