Default COE Incomplete Notices?

Has anyone else applied for a COE and gotten Incomplete notices stating this:

"ATI (redacted) is ORI: CADJFIREARMS REC REV, APP TYPE: FIREARMS REC REV, A COE live scan for you was not received, please obtain a COE live scan and submit the ATI number, you can download the COE live scan form here.."

I have my Livescan receipt, with the ATI number clearly printed on it. PLUS I have a letter from DOJ stating that my fingerprints were received and a record was located (employment). The COE has gotten kicked back twice now.

Thoughts?

Is the COE for your employment?

As I understand it, the livescan is 'owned' by the requester for the original purpose and is not usable for any other function.

For example, I was Livescanned for employment, but that request was made on the behalf of my employer. Applying for a COE or CCW would require additional livescans for each instance.

At least, that is how it was explained to me.

No, by that I meant that I have a fingerprint DOJ file due to previous employment. When fingerprints are submitted, the DOj is required to notify you in writing if they find any records.

Have you done a NEW LIVESCAN - RECENTLY - for the express purpose of the COE you are now applying for?

You can't re-use Livescans. It doesn't matter if you have been livescanned a hundred times before for a hundred different reasons. You cannot use an old livescan.

It was a new Livescan. Emailed DOJ Helpdesk...let's see if they reply
