Default Autos and handicapped ?

OK... I'm not great in my search fu.... story is...I was at a local gun show in Ca. , there was a dealer selling auto knives (over 2" blades) and the sign read... for sale only to :LEO / Fire rescue / handicapped .

when did this state (if) start letting handicapped buy auto knives , I looked online and could not find any info for handicapped to buy those (??!)

Not sure but I think there is/was a law that allowed one armed folks to own a auto. Then again there is California PC 21510 that prohibits the sale of autos.

There is an exemption on the Federal level for one armed persons:

(4) the possession, and transportation upon his person, of any switchblade knife with a blade three inches or less in length by any individual who has only one arm; or
