Default Glock +2 Baseplates

Can we add +2 round baseplates to lawfully acquired standard capacity Glock 19&17 mags?

Default Glock +2 Baseplates

You could before 5PM of April 5th. Currently, no. Even though it’s already a SCM, once you take it apart to install the +2 baseplate and put it back together, you’re “manufacturing” a large capacity magazine.

During the window it was a yes to adding them to any size mags, no to acquiring them. During the window and even now, it is legal to add them to large cap mags but still not legal to acquire them.

I don’t buy that argument. Extrapolating that logic - if you disassemble a large cap mag for any reason and reassemble it, you have manufactured a new large cap mag.

If you already own +2 basepads, adding them to a 15rd mag isn’t making a large cap magazine any more large cap, legally speaking. And taking the baseplate off temporarily doesn’t make it suddenly not a large cap mag.

It is CA legal to increase the capacity of a legally owned large capacity magazine.
^There are no CA laws/regulations that prohibits this.

It is CA illegal to increase the capacity of a 10 or less round magazine to be greater than 10 rounds. [PC 32310(a)]

It is CA illegal to make, import, advertise for sale, or transfer magazine parts that would increase the capacity of a magazine to be greater than 10 rounds. [PC 32311(a)]

Therefore...

If you legally own a 15 round magazine and legally own a +2 round magazine extension for it, then it is CA legal to combine the items to have a 17 round magazine.

If you legally own a 15 round magazine and you do not own a +2 magazine extension for it, then it is CA illegal for you to obtain the magazine extension for it.

My 14 and 15 rd mec-gar mags came with +2 baseplates installed when I bought them during freedom week. That's fine right?

Correct, because all you did is acquired the magazines. Someone else outside California installed the extension. California laws do not make sense, they just make criminals out of law abiding citizens.

So as long as I already own a magazine with a +2. I can take the +2 off and put it on a 10+ mag. I just cannot buy only the +2 extension and put it on.

Correct?

Say I go to FFL with a hi-cap mag permit, could I purchase and have them install a +2 on my legally owned LCM? I would not be acquiring a conversion kit and I would not be creating a LCM. I guess the shop might be considered creating for sale?

I'd say no, since you would have to purchase them to have them installed. It is not legal to purchase them. I'm sure they'd have to account for the inventory purchased under their permit. That of course depends on if you can find a dealer with them. I don't think there is any exemption to purchase those written into the law.
