Default Upland is going to renew! (Upland Stopped Issuing LTC's) (Upland LTC in 3 weeks)

I get my hair cut in Upland and my barber lives in Upland and he told me that the City of Upland is now issuing LTC's and the process from start to finish was about 3 weeks.



Looks like they are going to renew.

I used to live in Upland. Nice little town.
That is fantastic news for the citizens of the city.
I would assume you need to live inside the city limits.
I didn't realize that any city inside a county that issues LTC can issue one themselves.

Yes you need to live in the city.

Yup, any Chief Law Enforcement Officer may issue a LTC/CCW permit. In fact San Bernardino CO used to make you apply with your city first. Then you would bring your denial letter to him and you could now apply for one from the county.

Does that include the DOJ firearms check? I hear THAT ALONE is taking far more than 3 weeks.

How long should the firearms portion of the DOJ check take?

Any city police chief 'can' issue.

Almost none do. And defer to the County Sheriff.

From start to finish he was done with everything needed to get HIS LTC/CCW.

Step 1: Fill out form and turn it in.

Step 3: Wait for call from the Chief's Secretary.
Step 4: Attend county approved training in Victorville.
Step 5: Wait for the Chief's Secretary to call and tell him she has his firearms training certificate and on what day his permit would be for him to pick up.

All they had him do was bring his guns so they could verify make, model, calibre and serial number. I have no idea if they did a DOJ check on them.

He didnt have to livescan????????

Please talk to him and clarify that he did not livescan, or hasnt done a recent live scan for his work.

Nope. Just a Barber in the city of Upland.

They have a new policy in the city. They are pretty much issuing to any resident that can pass a basic NICS background test.

I've been waiting and waiting for someone else to question this....

So far no one has....

So, I'll ask again.

1- do you actually know what a "livescan" is?

2- Did you actually confirm with your friend that he actually took a livescan fingerprint check from an authorized livescan source?

3- How did your friend get his livescan results that fast?????

A "livescan" is a form you fill out, and digital fingerprinting- then checked against FBI national database, CA database, and for USUAL CCW applications also includes the DOJ "firearms check"- which usually takes 3-5 weeks.....

The form will say
"Request for Live scan service"

ORI # CA33xxxx....

and give an "ATI" #

It is minutely possible that his 'interviewing' detective performed a live scan at the interview....

However it is ridiculously unlikely...

Please confirm with your friend if he has an "ATI" number assigned from a livescan check.


The "gun check" for the live scan typically takes longer than 3 weeks.... Thats why I'm curious.... and I've not heard of ANYONE getting a permit without doing the livescan with gun check....

The FBI an normal DOJ check is in within 24-48 hours. However, the DOJ "gun check" is usually 3-5 weeks...

My interview detective did not perform the livescan... He gave me a list of authorized live scan agencies....

Yes, I know what a livescan is.

Upland PD has their own Livescan system. So does Montclair PD and Ontario PD; I found this out when I got my Hazmat Endorsement on my CDL, too bad for me I couldn't use either one. It cost him like $113 dollars to do it and it was done when he met with the LT.

Klamath County (Oregon) Sheriff's office uses Livescan. I applied for and got a non resident CCW from them in 10 days. The hold up isn't Livescan.

The comparison isn't the same.

"LiveScan" is the name of the machine/process. Klamath may have LiveScanned you, but they didn't do the firearms check that CA DOJ does. That's done in Sacramento by someone at the DOJ and that's what takes so long to get a CCW here.

So yes, in California the LiveScan is the hold up.

Update !!!

Cuzin had interview today with upland PD
This morning. Said the inteview went well .
PD said they will review and contact here within
A week .
She got a call back same day it was approved .

Now she has to schedule fingerprints
and Sheriff's gun safety class!!!!

I live in Upland and applied at their PD around Dec. '12 for my CCW. I met with Lt. Anthony Yoakum (nice guy), but ultimately it was just a formality since they were deferring apps to the Sheriff. If they're processing it themselves now then this is a great step forward.

This is interesting. What caused the change of policy?

I'd imagine that someone on the board here will be picking up their paperwork in Upland soon and going through the process. When that happens, can you report back with some more details on their policies and procedures?

To any permit holders from upland, Do they have any restrictions placed on the permit?

Yeah. One thing I don't like about San Berdoo is that they restrict using it for work. Can't go get an executive protection job or something like that because of it. Trampling on our rights to a legitimate job.

i think you MUST BE a upland resident to apply for ccw direct upland PD
