The LiveScan is separate. You have to submit an application through CFARS. From the DOJ website:

Thanks I submitted the application on CFARS but didn’t include the ATI number but I emailed them with the number on their contact email: firearms.bureau@doj.ca.gov with my name in the email title as well as a pic of the Live Scan submission sheet completed by the Live Scan Operator. The status currently shows new COE processing. The Live Scan is submitted directly from the Live Scan facility I believe electronically.

I had a livescan done in April for a PFEC. Can I use that ATI number to apply for a C&R and/or COE?

No. Livescans cannot be reused. They are meant to only be for one application. And you shouldn’t haven’t had a livescan for a PFEC. That should have been a notarized document with your identifying information. Unless you were disputing the results of the PFEC.

They must be going fast! Mailed my application on 8/9/18 while in Mississippi and my card was charged on 8/13/19. Really quick!

They take the money immediately...the process runs about 60 days.

Anyone got a link to a filled out COE form? The one on the CFARS link is blank and doesn’t have an ORI number.

Forgot to upload my Id so it was kicked back. Uploaded my ID about 10am and within the hour I was approved.

'Your COE application is marked as delayed. The Bureau of Firearms requires additional time to process your request.'

Anyone else seeing this in CFAR?

Default C&R FFL Application Form ATF 7CR - use the official BATFE PDF form!

Mailed my FFL03 app on 9/24. I had one previously, as well as a COE, but let it expire since CA did a pretty good job of neutering the FFL03. I'm now in NV where I can still get C&R rifles shipped direct (for now). The app has a question asking if you previously had an FFL license. It will be interesting to see if they assign me the same license number.

ETA: CC charged 10/1

Just started my application for COE+FFL03.
Oct 17-Got Live scanned and submitted my online CFARS CoE application.
Oct 20-Mailed my letters to the BATF licensing center and my chief of police.

10/24: CoE was approved and ATF charged my card.

11/8/2019: FFL03 arrived in the mail.

Just under a month, most of it just waiting for your FFL03 to arrive.

Just wanted to give my time frame experience for those that have recently submitted or are considering.

Completed live scan 9/18/19
Submitted COE 9/19/19
Approved 9/23/19

Mailed FFL 03 late on 9/20/19
Card charged 9/26/19
Received 10/19/19

I received my new FFL03 today (10/25/19). A mere month after I mailed my app!! I was shocked to see it in the mail.
They did give me a new number.
