Default SKS bolt & carrier black finish

I have a Tula SKS, c1953, Russian referb. The bolt and carrier have the typical black finish used on referbs. I’d like to restore these back to a polished finish. The problem is I can’t get the black finish off. Is this a painted finish or is this something more exotic? Anyone have some experience with this?

It might be parkerized or something similar. It will likely need to be media blasted and then polished.

If it's painted, laquer thinner or paint remover will work.
If it's blued (my guess), rust remover will take it off (navel jelly, etc.)

I have a polishing wheel on my 6" grinder and the black comes off nicely with red rouge in 5 minutes..
