Don't be an IDIOT. NEVER shoot any projectile into the air if you are not 100% sure where it will land. A 90ish grain projectile fired from a lite loaded 9mm is going to be capable of travelling several miles.

That said, I've broken clays on a skeet range with a .22lr Roughtledge barrelled Remington 121 firing shotshells. So, a 9mm firing shotshells would be safe and doable. Hell, they even make 9mm "garden guns" which are shotguns chambered in 9mm flobert.

Shoot your clays stationary. With a proper back stop like most folks do. Set them out as far as your heart desires.

on the ocean... giggle. It's hard enough to hit clays using a shotgun and when the ground isn't heaving up and down. . If you just want to shoot up in the air and miss, try blanks.

It is doable, but in this area and this day and age probably not advisable. Read Ed McGivern's book Fast and Fancy and you'll get an idea of what is possible. Where to practice??? I don't know. That's a hard one.

And if it's going to be a round me, give me a warning!

Short Lane makes shotgun adaptor for 12ga for 22lr, 9mm, 45acp..etc.
