ATM cards ought to be used at ATMs only, that's their intent and really the only way to use them without exposing yourself to risk. I understand slapping "Visa" or "Mastercharge" on them gets folks to use a debit like a credit card but there's a "my money" vs "their money" difference between the two. I wouldn't be too keen relying on the state to be diligent safeguarding my card information. If Walgreens, Target and other retailers can't do it I see no reason to expect better from the state.

That the FFLs have come up with a workaround allowing cash use by customers seems to me a good solution.

I don't think you have to produce your FSC to buy a firearm since it's computerized now.

The system had crashed at the San Berdoo turners around four. I'm not buying anything in CA anytime soon. Just read the sign on the door.

At close of business this evening the DROS system was back up but the FSC system was not.
Lots of unhappy folks but everyone understood that it was not the store's fault. We all shrugged our shoulders and said, "Kalifornia."

Went to do a ppt on a Glock 20 took the test past then the system went down 2 and a half hours later left no dro s done doj wasted his time and mine got to love it !! Hopefully we can try it again tomorrow

I read somewhere that you don't need to take the FSC test (to obtain a rifle) if you have taken your Hunter Safety Course. Can anyone confirm?

According to the DOJ website's FAQ section: "There are several FSC requirement exemptions. In addition to the previous Handgun Safety Certificate (HSC) exemptions, a person issued a valid hunting license is exempt from the FSC requirement for long guns only. (Pen. Code, § 31700, subd. (c).)"

I picked up my Howa 1500 in .300 WinMag from SB Turner's yesterday. They made a public announcement to everyone waiting to pick up a long gun that they had to go pay the fee at the register and come back and take the FSC to pick up their long guns. ANOTHER new CA hoop to jump through that makes absolutely no sense and only serves to enrich the politicians and funnel more of my hard earned money into the public employee union pension funds.

HOWEVER... I asked if my LTC exempted me from that. He said I was GTG with the LTC.



Rat bastard CA legislature. How many ways can they find to **** with you???

Federal Firearms License Collectors with a Certificate of Eligibility
(for Curio and Relic transactions only);
• Active, active reserve, or honorably retired military;
• Carry Concealed Weapon (CCW) permit holders; and
• Persons who have completed Peace Officers Standards and Training (POST) (Pen. Code, § 832) firearms training.

I read thru this whole thread. What a mess... I bought shotgun on Dec 23 and went to pick up yesterday at Dicks sporting goods and the manager was pulling his hair out trying to sell guns and issue guns and give fsc test... I was told I would have to still get a FSC card even though I had a Hunting license. I had to have the manager look up all the exemptions on DOJ website. Well I was able to correct him on the hunting license exemption but still not able to pick up my shotgun... Gotta love California... Hopefully today I have better luck.

Yes, Thats how they did it for all of them. Counter guy told me to get it laminated because it wasn`t going to last 5 yrs without it.

I asked this question in a different thread but no one answered. Has anyone shown proof of a hunting license, CCW or military I.D.? Are the exemptions listed on the forms when picking up long guns? Are the exemptions able to be selected on the new forms and do they work?

I did a PPT for a C&R on 12/27/14. Should he have asked when we did the paperwork to see exemptions? I pick up on Tuesday 1/6/15.

No we were unable to add the exemption before the first, but are required to have it for pick ups after the first.

Per DOJ's FAQ

Do I need a Firearm Safety Certificate if I begin a long gun transaction prior to January 1, 2015, but don’t take possession of the long gun until after December 31, 2014?
Yes. Effective January 1, 2015, an FSC must be obtained prior to taking possession of a long gun, regardless of when the DROS transaction was initiated.

Since we passed a safe handling test as part of Hunter Education that certainly ought to be the case, but can anyone cite a specific a specific exemption in the regs?

(In my experience it would probably take longer to have this discussion with some junior clerk and his or her manager than to just do the demo...)

Make sure you bring your exemption with you when you transfer your next longgun as we'll need to record it.

mine will be scanned to PDF and saved in my dropbox folder so I can print off a new copy whenever I need to.

DOJ is pretty clear when an exemption is only for a certain category. The CCW has no restrictions listed.
Am I to take from the above that my "FFL collector with COE" wouldn't exempt me when purchasing a C & R eligible rifle? This of course makes no sense but - well, do I even have to finish .....?
