Exclamation Peruta/CCW[Waiting for June 16 En Banc Decision]- Apply today for San Diego CCW

Edit: 6/9/16. The Peruta en banc opinion is out. We lost. See post #706 for a copy of the opinion. More updates to follow.

Instructions about how to apply for your San Diego CCW are below. The top of this page will contain the latest updates in the Peruta case. Keep checking this first post as I will update it as soon as there is Peruta news. Although the Peruta case has hit some bumps, you should still apply now. San Diego Sheriff's Office have stated in a press release on 2/14/14 that they will not deny anyone who applies under "Self-Defense" but rather will hold their application until Peruta becomes final. Applying now of course gets you in line early for a CCW, but also has positive political ramifications.

------------------------------------------
Updates:

Current Status: 6/16/15: The 9th Circuit Court of Appeals has reheard the entire Peruta case with an 11 judge panel. They can take as long as needed to release a decision. Hopefully it will only take a few months, but we won't know until the court releases it. You can watch the arguments below.

Quote:
THOMAS, Chief Judge:
Upon the vote of a majority of nonrecused active judges, it is ordered that
this case be reheard en banc pursuant to Federal Rule of Appellate Procedure 35(a) and Circuit Rule 35-3. The three-judge panel opinion and order denying motions to intervene shall not be cited as precedent by or to any court of the Ninth Circuit.
order here

SDSO Policy Update 5/15/14 :If you so choose, you may move forward in the application process now even though the Peruta case is not finalized. Please see post #418 for full disclosure.

Update: 4/15/14: You may receive a letter stating that "self-defense" is not currently a sufficient good cause, but they will hold your application pending the Peruta decision becoming final. It has been suggested they are doing this as a CYA due to some people reaching the legal 90 day limit on notifying you of a denial. Legally this letter changes noting, and according to the letter if Peruta becomes finalized in our favor your application will be processed.

Update: 3/19/14. SDSO has posted a mini-FAQ on their website. The list of questions is located here. We have a contact over at the Sherrif's Dept and in order to decrease the burden of questions they are getting please post any questions here. We will be following up with them over the next few weeks and hope to get more of our questions added to their FAQ.

Update 2/25/14: San Diego is no longer taking appointments, and all previously made appointments have been cancelled. You now need to complete your application to the best of your ability and submit it in person. Don't worry if you cannot complete your application 100% or have questions about certain sections, it is only being used as a placeholder for now so fill it out to the best of your ability. See post #173 for my update.

----------------------------------------------
How to Apply:

San Diego Sheriff's Office is now only accepting applications in person. DO NOT MAIL your application. They are not taking appointments. Please be aware that San Diego Sheriff's Office is the CCW licensing authority for all of San Diego County, including both incorporated and unincorporated areas.

Applications are being time-stamped when they are received and will be processed in that order once the Peruta ruling is final. They are only accepting applications, nothing else. No money, no proof of residence, no fingerprints. The official application form can be found at this link.

Ignore the directions on the application and complete ALL sections to the best of your ability. This direction comes straight from the Sheriff's office. (The instructions on the application itself say to only complete certain sections - ignore this). SDSO will only accept a total of 3 handguns, even though the instructions claim you can attach additional sheets. At this time please only submit your application with a maximum of 3 handguns.

You must deliver your application in person to: 9621 Ridgehaven Court, San Diego, CA 92123

Their hours are:
Monday,Tuesday,Wednesday, and Friday: 8AM - 4PM
Thursday: 9AM-4PM
Closed weekend and holidays

Please remember this is a government building with a metal detector at the entrance.

Watch the SDSheriff's Website for the most recent "official" info.

Note: You must be 21 years of age or older to apply.

----------------

San Diego Sheriff Gore has announced he will not be asking the 9th circuit for further review of the Peruta decision.

If Sheriff Gore takes no additional action in this case he will likely be forced to accept "Self-Defense" as good cause for concealed carry in San Diego.

If you have any questions please post them in this thread.

Note: This first post has been edited over time. Many of the below responses relate to a previous version when SDSO was taking appointments. This is no longer the case. If you wish to apply now please submit only your completed application.

In the coming weeks myself and others will be writing a more detailed FAQ on the process of applying. For now you can find more information including the initial application on the SD Sheriff's Website. Another mod wrote a short piece on the process which can be found at SanDiegoCarry.com

The main items include:

Quote:

2. $93 money order made out to the Department of Justice (unless you're a judge or reserve peace officer, which are different)

3. Proof of residency, in the form of two utility bills which list your name, service address, and mailing address (or other similar type proof). SDSO will be contacted 2/24/14 for a list of additional acceptable documents
If you interested in general LTC (CCW) questions and the law of where you can and cannot carry, see this sticky from the LTC sub-forum.

Edit: Crom has informed me that the Sheriff's office will also accept an ATM card/debit card for a $2.50 service fee. This is only for the fees payable to the SD Sheriff and NOT the $93 DOJ fee.

Good question. You still apply with the San Diego County Sheriff. They are the issuing agency for the entire county including both incorporated and un-incorporated areas. More information located here.

Will be making my appointment first thing Monday morning. Wish I hadn't waited so long, kept thinking it was "too soon".

Update: I called and they are no longer taking appointments. The gentleman on the phone simply advised me to mail or deliver my completed application directly to the licensing division.

Folks, if it isn't too much trouble, I'd really appreciate it if you'd keep track of the day and time you called and what the earliest DAY you were offered was. I'm not interested in the actual day/time you actually chose, only the first day you were actually offered. Post your the info in this thread, or message me, whatever you prefer.

This is for informational purposes; we aren't interested in collecting your personally identifying information. The only goal is to be able to develop accurate graphs of the waiting period itself as it changes over time.

For the record, I called 2/21/14 at 3:20pm and received an appointment date of July 15th.

Classes are going to get booked up I imagine.
Given the class has to be within thirty days of the second interview prior planning to get the class taken in that window would be important.

I called Friday just before 4 and was offered July 10th. I'll be out of town then, so they offered the 14th. Wasn't sure if I'd be back by then, so I took the 16th at 8AM. I know 10AM on the 16th is taken.

I would start to think about it, but a few issues

1) The "second" interview is made sometime after the first. Generally it is not much later, but with the way things are going who knows how far out they will book you. It would make more sense if the trainers did not allow you to book the class until a date for your second interview has been set.

2) This all hinges on the current system, with only a few people applying per month. The current infrastructure put in place by San Diego is not designed for thousands and certainly not tens of thousands of applicants. It is wise to research the process but there will probably be changes in the upcoming weeks.

For now I would recommend preparing your application, money order, proof of residence and be ready to submit everything before your actual appointment date.

Most of us will have many months to prepare at the rate it's going now that's for sure.
Hopefully something gives.

I have been pouring over the requirements for San Diego and I have a question I can't find an answer for...... Does SDSO have a live fire portion of their qualification? I have noted some counties have a range test with one of their RO's and I was wondering if you had to qualify in the same manner for San Diego?

Yes. In fact I think you end up doing it twice. One for the class and one at Duffy Town at Miramar........

http://www.calccw.com/Forums/county-...w-process.html

8. When you go to qualify, have all your weapons thoroughly cleaned, unloaded, slide locked back for autos, and at least two spare magazines. Only factory ammunition may be used. You will need an outside-the-waistband holster and a magazine pouch is advised. You will only be firing 15 rounds, so take your time and breathe. Maximum distance is 7 yards with both hands, 5 rounds inside the scoring area within 20 seconds. Next is 5 yards, 5 rounds, in 15 seconds with both hands. Then it is 3 yards, 2 rounds with weak hand only in 6 seconds, then 3 yards, 3 rounds with strong hand only in 8 seconds. It shouldn’t be too tough for you.

You must have an OWB holster for each of the guns you want on your permit?

Cheaper Than Dirt, here I come... why would I get a good OWB holster when open carry is illegal? Makes zero sense.

Heck, maybe we can start a thread to loan / trade holsters...

I assume legally possessed high cap mags are acceptable for the qualification.

I'm guessing for qualification they want to see everything going on for safety, see that you have control, and not have people trying to pull things out from under clothes.

Thank you, don't know how I missed that section!!!!

Hi! For proof of residency, I do not have utility bills in my name, what are the other accepted forms? Will a drivers license and car registration work?

It has been reported that credit card bills also work. San Diego Sheriff's office will be contacted next week and we hope to get additional information on all accepted types of proof of residence.

Once the flood gates open I have a feeling they will either get rid of POR requirements, or switch to an acceptable POR used when purchasing a handgun.

Awesome thank you!

Looking forward to a possibly ccw! Oh also one more thing... I am 20, I know California in general is 18 for a carry permit althou possibly set higher by the county, and I don't see anything about San Diego specifically with age, does this mean its assumed at 18 per California laws?
Would hate to have to wait another year...

There is no law in California that requires a minimum age to apply for a license to carry. Some agencies require you to be 21, but it is up to the issuing agency.

I assume San Diego is 18, but I will add that to my list of items to find out. At a minimum you will need a legally owned handgun, and since you are under 21 they may require to show registration to prove you own it.

Edit: Minimum age is San Diego is 21.
