Out of state transfer
I haven't shipped a rifle outside California for a couple years now. Last time I shipped to the buyer with a copy of the buyers DL & copy of their FFL license. I do not have a FFL. The shipper was ok with that then.
Has the law changed recently on shipping to another state from Cali?

A private party can ship to an FFL if that FFL will accept shipments from a private party. Most want a copy of your DL so they can log it into their bound book correctly. Include the buyers contact info so they can let your buyer know when it arrives. Check the FFL # on the BATF website and only ship to the address listed. Long guns are easy even USPS takes them. Handguns can be expensive due to shipper requirements but FFLs get a different deal so it may be cheaper to have an FFL ship a handgun for you.

I wanted to be clear before I responded. If it's a modern rifle and he's shipping to an FFL03 that won't work...

The rifle I want to ship is a featureless AK rifle. I should have mentioned that at the beginning
The ffl copy I have but I need copy of his DL also. How do I verify the ffl is gtg? Last edited by peppermintman; 10-08-2017 at 6:56 AM..

What kind of FFL is he? Can you look him up here: https://www.atfonline.gov/fflezcheck/
If that check works then what do you need his DL for? At this point it would be no different then if you shipped the rifle to any other FFL.

If you check the status of the FFL on the BATF ezcheck web page for anything other than a C&R FFL, that is all you need. For C&R FFLs, you would need to call the BATF to check the status, but that does not seem to apply in this case. Non-FFLs don't need a copy of the FFL or anything else.
