I was at the Lake Forest store the day after they implemented this policy. The manager told me that they are now following a policy (not law) dictated to them by the CA DOJ. The DOJ wants the firearm in hand at the store before they run the DROS.
I know they were doing a "soft" DROS for someone while I was there. They had the firearm in the warehouse and were collecting all the info so that when it arrived in store they could immediately run the DROS.
