Say i own a ruger 10/22 and want to change to a different stock ( say ar style) with the added evil features i assume it needs a "bb" in order for it to be legal. Do these kits comply with california laws?

It is exempt from the bullet button requirement because it is .22 Rimfire. Check the flow chart at the top of the page, it has the info you're looking for.

Because it's not an assault weapon issue for a rimfire rifle. Getting magazines with a capacity over 10 rounds is a separate issue.
