Default Turners wouldn't sell me a shotgun

So I visited Turners in Orange. I wanted to buy a shotgun, but I recently moved and my DL and car registration do not yet match my current address.

Because of that I brought in a utility bill and my FFL03 which have my current address. I figured that should cover it especially for a long gun, but they wouldn't take it and turned me away.

Am I wrong? I should have updated docs soon so it wont matter but I thought that with a utility bill and the FFL03 it should corroborate my change of address.

Doesn't one of the documents need to be a picture ID with your current address? How else are they going to verify who you are at the address? You tried to use 2 documents neither of which would work as a picture ID.

I would think the picture ID confirms I am who I am. The other documents with my name, the same name as the picture ID, proves I have that physical address.

The guy asked the manager and then turned me away. I would asked to talk to the manager but I had my one year old son with me and didn't want to bother.

The thing is too I recently bought a gun at the Fountain Valley Turners with the exact same information. Like Jonc said, I guess its time for me to go somewhere else.

Oh, when I first read this I thought you only brought your utility bill and 03FFL with you. So then yeah, what the other guys said. ID to verify who you are and the other documents for proof of residency should have worked.

for CA, it shouldn't matter at all. federally, he already covered the PoI requirements with the 03FFL, so if it was a .gov utility then's he's got that covered doubly.

You need the change of addy deal for your DL..

So, you had no picture ID with a correct address attached to it?

Think about it.. why would a company WANT to NOT sell you something??

Turners is a big stickler (to the point of being a pain), but they have a LOT to lose if they are busted making mistakes.. and I'm sure they are watched like a hawk by the CADOJ.

I don't recall OP stating that it was a government utility bill that he showed. That's why I was asking.

I see that the PC requires that the dealer can't deliver the firearm to the buyer unless the buyer's identity and age can be verified. It does not state that you must verify the buyer's address.

27540. No dealer, whether or not acting pursuant to Chapter 5
(commencing with Section 28050), shall deliver a firearm to a person,
as follows:
(a) Within 10 days of the application to purchase, or, after
notice by the department pursuant to Section 28220, within 10 days of
the submission to the department of any correction to the
application, or within 10 days of the submission to the department of
any fee required pursuant to Section 28225, whichever is later.
(b) Unless unloaded and securely wrapped or unloaded and in a
locked container.
(c) Unless the purchaser, transferee, or person being loaned the
firearm presents clear evidence of the person's identity and age to
the dealer.

right. but in the end it really doesn't matter since he already has federal PoI covered with the 03FFL. the utility bill doesn't really add anything except that IF it is a .gov bill, then he has two pieces that cover federal PoI.

If you FFL 03 or a government issued utility bill match your current address that should have worked. Did you atleast ask to speak with a manager?

It isn't one big Turner's conspiracy guys! He talked to a single salesman that wasn't knowledgeable enough on the issue. Sheesh.

The salesman went to talk to the manager, I did not witness what was said though. I had somewhere to be and had my one year old with me so I left when salesman came back and told me that they couldn't sell me the shotgun.

It's not a conspiracy because I bought a hand gun at Turners Fountain Valley without issue. Mostly just annoyed with the incompetence that was shown.

So let me get this straight...
You went into a gun store with an incorrect ID and a one year old when you had somewhere else to be and somehow it's their fault? I'm calling bs on the HG purchase with these docs. You should have titled this thread "Turners couldn't sell me a shotgun because I was unprepared" Stores lose their FFL's because of sloppy paper work it should be no surprise as to why Turners has these policy's

the OP had all the paperwork he was legally required to purchase a firearm with.

CA only requires that you have a CA DL/ID to purchase a long gun. the OP had that.

the feds require that your DL/ID have your current address on it, or that you provide alternate .gov-issued documentation that does have your name and current address on it. his 03FFL meets that requirement.

no other documentation should be required. I would stay that it appears that it was Turner's fault, not the OP's fault.

that exact documentation that the OP mentioned should be able to purchase him a handgun anywhere in the state (assuming that he also has a current HSC or is otherwise exempt).

OP, Turner don't sell to you so nothing you can do. If item is on sale, put a deposit down and get your info corrected then go back to complete the transaction.

the point is that he did have the proper paperwork required by CA and federal law to purchase that shotgun. he apparently didn't have the "extra" paperwork that Turner's wanted.

My guess would be miscommunication. When you presented your 03 FFL, they probably thought you wanted to cash and carry. Even though you cannot with an 03 FFL remember, Turners isn't like your local mom and pop shops, they get a lot of foot traffic and thus a lot of crazies. They are in business to sell you a firearm and at least will put one on deposit, doesn't sound right they are not want to take your money at all.

Jack, I've worked in the gun business some time now, and from my experience - in this instance the requirement would be 1) a Photo ID so the store knows WHO you are. 2) Since the address on the ID is incorrect they need some way of telling WHERE you are now.
I honestly don't know the law regarding updating the address on a FFL if you move - and if it MUST be kept current when you move, then we store folks were ignorant of that fact.
A current Utility bill issued by a State, County, or Municipality - clearly identified as such and one that lists the current address, and includes the Buyers name on said invoice - is acceptable identification for a long-gun purchase.
These are NOT the ONLY accepted address verification documents, but they accounted for 99% of my experiences.

It costs $27 for a new ID with your new address. Make an appointment with DMV and it should only take about an hour with them. After that, your new ID should be in your mail box in about a week. Just put money down on the gun and then go back with your new ID to pay off the balance and start a DROS. Turners should have no issues taking your money.

It's the Drivers License. Once you get a CA DL with your photo, most utility bills will work for proof of residency - City, State, Cable bills usually work.

To correct the address the bill must be a municipal bill (ex. LADWP, GWP, PWP... NOT Edison or The Gas Company). He can also use a Request of Information form from the DMV (issued by the CA DMV and cost $6ish) that would show his new address and work for ONLY address correction. Proof of Residency (handguns) is a different story.

Or if he is a AAA member he can go to AAA and change his registration to be your current address and not deal with the pain in the *** DMV.

I've purchased a few guns from Turner's and also did some PPT's there since it's my local store. I've never ran into this issue even when i moved...i showed them my CA D/L (old address) and my car registration (new address). No problemo!!!

to the OP, all you had to do was go to your car and get the registration card.
