How can a city, state, or any other public entity by ordinance BAN or outright deny a citizen's rights in the US Constitution?
Can they BAN your freedom of speech because you're on city property?
If you are at a city park paid for by your taxpayer dollars, do you thereby waive your 4th amendment rights?
