As for the OP, you said you are an FFL w/COE. My understanding is that you are already exempt of 1 in 30. If you look at the pc in section 7 it says anyone who can claim an exemption to the waiting period is exempt.
Just a couple months ago I DROS'ed 8 handguns to myself at one time. At least four of them were dealer transactions and the others PPT's. I just selected 1in30 exempt.
It would make no sense to restrict dealers to 1in30 when you could potentially be in control of thousands of guns at any given time as inventory.
