Your confused. 91% Isopropoyl is talking about the mixture of the ispoprolyl alchohol, its solution strength if you will. isopropoyl alchohol is a mixture of alchohol and water. In this case, 91% alchol and 9% water. There is 3.5 oz of this mixture in the Seafoam.
