Well, the Sheriff thinks so ...

Years ago I merely inquired at CPD (talked to the Chief's receptionist), and left my name. About a week later I got an official letter that my application had been denied. Which was odd, since I had not submitted an application, paid a fee, done fingerprints, talked to an evaluator - but I digress ...

Couple years ago went to Martinez, up to 7th floor, app all filled out and ready to go - and was politely but firmly told I needed a denial from Concord before I could submit an app to CoCoCo, and also I needed to get my app only from the Sheriff's office - other versions would not be accepted.

According to the data - http://www.calgunsfoundation.org/res...ce-initiative/ - Concord PD currently has 1 civilian LTC out, CoCoCo has 135.
