1. Stop listing specific firearms on the license. Authorize "All semi-automatics from .32 through .45 calibers". Same for revolvers.
--don't fall back on excuses like, "but the form has lines on it." Get it changed.
2. Applicants Sign the license during initial interview. When approved, SSD mails it.
3. Accept electronic clearance from DOJ/FBI for backgrounds.
4. Break process into segments: new/ renewal. Segregation of tasks into specialties provides synergies and improves efficiency.
5. Operate on weekends. This increases facility use in off hours, maximizing capacity. (Nov 3, 2012 worked).

Managing a paper flow process isn't rocket science, and they've got to get faster by being smarter. Next year, the 1800+ permits issued last year will be up for renewal.
