If a stock folds it's only okay if they firearm is rendered inoperable. 16" IS the legal limit for barrels but we are talking about OAL of the rifle itself. Federal law is 26", California is 30". Sorry but you are wrong. The extension to make OAL does not need to be permanent only 16" barrel lengths to meet NFA reqirements. You can hose clamp an AK folder to keep it from folding or add a removable extended muzzel device on a 16" barrel to allow the folder to be operable. Either way the modification does not need to be perminant and you can switch between them so long as the OAL is met.
